- Committee on Children and Equality: Engagement with Tusla (10 Jul 2025)
Keira Keogh: In the case of children in foster, residential or special care, are social media something Tusla has to think about in terms of contact with people who might have been involved in criminal activity, drugs and so on or connections with family members who are not good influences?
- Committee on Children and Equality: Engagement with Tusla (10 Jul 2025)
Keira Keogh: I could talk about this all day but I must move on to the second round of questions. Members will have seven minutes each, starting with Deputy Kerrane.
- Committee on Children and Equality: Engagement with Tusla (10 Jul 2025)
Keira Keogh: I thank Senator Cosgrove very much. It is back to me now. We will have time for a third round of four minutes each, if members wish to contribute after me. Ms Duggan mentioned that one in four children is absent for more than 20 days. Is there any breakdown of those figures with regard to an urban versus rural divide, or are they the same regardless?
- Committee on Children and Equality: Engagement with Tusla (10 Jul 2025)
Keira Keogh: We look forward to being involved with that programme. To move to the issue of foster carers, the increase in the number of foster carers through social media campaigns and a targeted approach is a great success story. I know there is still an urgent need, however. Is there anything I am unaware of that is similar to maternity or paternity leave that a new foster carer could avail of when...
- Committee on Children and Equality: Engagement with Tusla (10 Jul 2025)
Keira Keogh: The financial increases are very welcome. I stand with the witnesses in looking for that kind of priority, wrap-around service. Especially, let us say, if a child is best placed with a relative, like a cousin, aunt or grandparent, and they are working full time, it can be a major upheaval or maybe a barrier to fostering if you are in full-time employment. You might be very well placed to...
- Committee on Children and Equality: Engagement with Tusla (10 Jul 2025)
Keira Keogh: As Mr. Hone said, any and all supports are helpful. We have two speakers remaining. Who wishes to go first? I call on Senator Keogan. Does she want to take five minutes?
- Committee on Children and Equality: Engagement with Tusla (10 Jul 2025)
Keira Keogh: There are five minutes remaining. I will ask one question and will then hand over to Ms Duggan for a closing remark. She mentioned the stepdown placements from special care. Witnesses who were previously before the committee talked about special care and wanting an in-between high-support service or placement. Is that already in place? Is that what a stepdown placement is? Does Ms...

Keira Keogh: I thank Ms Duggan. Perhaps she could make a one-minute closing remark. I would appreciate that.
- Committee on Children and Equality: Engagement with Tusla (10 Jul 2025)
Keira Keogh: I thank all our Deputies and Senators for their very engaging questions. I know it has been a really busy week for the witnesses with their launch this week. We look forward to continued engagement with Tusla and I thank them for the offer to our Deputies to reach out. I know I certainly have more burning questions but as the witnesses will notice, I am a stickler for time. I thank them...

Keira Keogh: I ask the Senator to be careful with something that is a live investigation.
- Committee on Disability Matters: Progressing the Delivery of Disability Policy and Services: Discussion (Resumed) (9 Jul 2025)
Keira Keogh: I find myself meeting Mr. Herrick and Dr. Elliott again as I was involved at the meeting yesterday evening. I thank them for coming back again. It is lovely to meet Dr. McDonagh. Yesterday, at the meeting of the Committee on Children and Equality, we were discussing the Equality Acts. Will the changes to the Equality Acts requiring disabled people to be paid the same as everybody else...
- Committee on Disability Matters: Progressing the Delivery of Disability Policy and Services: Discussion (Resumed) (9 Jul 2025)
Keira Keogh: Does Mr. Herrick wish to add to that?
- Committee on Disability Matters: Progressing the Delivery of Disability Policy and Services: Discussion (Resumed) (9 Jul 2025)
Keira Keogh: I think we discussed this recently. Disabled people working is still viewed in a medical or care model where employers feel they are doing a good deed by hiring somebody with a disability rather than really getting to know the person, making the reasonable accommodations and the work being meaningful.
- Committee on Disability Matters: Progressing the Delivery of Disability Policy and Services: Discussion (Resumed) (9 Jul 2025)
Keira Keogh: It needs to be a meaningful career where the person is valued. I absolutely agree. I listened to Mr Herrick's opening statement on our history of institutional abuse. At the moment, one of my big fears is that we are at full employment and it is very difficult to get people into section 38 and section 39 jobs. There is a risk of burnout and a risk of cutting corners. I would like to...
- Committee on Children and Equality: General Scheme of the Equality (Miscellaneous Provisions) Bill 2024: Discussion (8 Jul 2025)

The agenda item for consideration this evening is pre-legislative scrutiny of the general scheme of the equality (miscellaneous provisions) Bill 2024. Joining us for this session are Mr. Liam Herrick, chief commissioner, and Dr. Iris Elliott, head of policy and research at the Irish Human Rights and Equality Commission, IHREC; Dr. Aideen...

Keira Keogh: I thank Ms Bailey and all of the other witnesses who have provided opening statements. It is proposed to publish the opening statements to the Oireachtas website. Is that agreed? Agreed. Before I call on members, I remind them that they are allocated seven minutes speaking time each and that this includes time for responses from witnesses. If time permits, I will allow a brief second...
