Joint Oireachtas Committee on Justice, Defence and Equality: Legal Aid Board: Chairperson Designate (30 Apr 2024)

Pa Daly: I thank Ms Egan for attending and for her presentation. I have a number of questions. She mentioned the civil aid review and it being made public. Is it finished yet? When will it be made public?

Joint Oireachtas Committee on Justice, Defence and Equality: Legal Aid Board: Chairperson Designate (30 Apr 2024)

Pa Daly: Ms Egan also mentioned the threshold of €18,000, which would exclude anybody earning more than approximately €350 per week. I know that in Scotland the threshold is £26,000, which is approximately €30,000. Did Ms Egan's office make any suggestions as to what this threshold might be raised to or has anybody else suggested or given an idea as to what it might go to?

Joint Oireachtas Committee on Justice, Defence and Equality: Legal Aid Board: Chairperson Designate (30 Apr 2024)

Pa Daly: Disposable.

Joint Oireachtas Committee on Justice, Defence and Equality: Legal Aid Board: Chairperson Designate (30 Apr 2024)

Pa Daly: On the matter of the Legal Aid Board potentially receiving increased funding, people coming into my office do not have a difficulty accessing criminal legal aid but many of them would like some sort of assistance with, perhaps, social welfare appeals-----

Joint Oireachtas Committee on Justice, Defence and Equality: Legal Aid Board: Chairperson Designate (30 Apr 2024)

Pa Daly: -----where one sees that disability allowances seem to be nearly routinely refused in many cases. They may be seeking assistance with applications to the Workplace Relations Commission, WRC, or the Residential Tenancies Board, RTB. Would Ms Egan have any idea as to what areas she would like to expand into if there were more resources?

Joint Oireachtas Committee on Justice, Defence and Equality: Legal Aid Board: Chairperson Designate (30 Apr 2024)

Pa Daly: Finally, I attended a conference last year in the midlands at which it was said that it was quite difficult in domestic violence situations to obtain family law solicitors even though another scheme was in place. Are the wages or salaries of employees tied to some other scale which leads to difficulties? It is not the same as someone working in the Office of the Director of Public...

Pa Daly: Okay. I thank Ms Egan.

Gambling Regulation Bill 2022: Report Stage (24 Apr 2024)

Pa Daly: The Minister of State said there is no call arising out of the display of the betting company’s name. If there was, for example, a Paddy Power comedy festival, as there was last year, would that be governed by this, would it be included or would it fall foul of the difficulties here?

Gambling Regulation Bill 2022: Report Stage (24 Apr 2024)

Gambling Regulation Bill 2022: Report Stage (24 Apr 2024)

Pa Daly: I want to make only one point, relating to the lotteries of GAA clubs. It is preposterous to say that, at odds of about 36,000 to one, all the gamblers with addiction problems start flocking in-----

Gambling Regulation Bill 2022: Report Stage (24 Apr 2024)

Pa Daly: The Minister of State is deliberately misconstruing and misinterpreting what I said in that regard. It is obvious that within a community, if there is a higher prize, people will come together and spend their €2 or get three tickets for €5 to enter that lottery, but it is preposterous to say it is people with a gambling addiction who buy in to that.

Gambling Regulation Bill 2022: Report Stage (24 Apr 2024)

Pa Daly: The need for this Bill is very clear. We want to see regulation. Over the past year or so, we have had many meetings with families whose lives have been affected by gambling, bingo halls and all sorts of stakeholders. The scale and reach of gambling companies is driving the vast majority of gambling home and it needs to be tackled. There are amendments coming in respect of credit card...
