Ceisteanna - Questions (Resumed) - Priority Questions: National Monuments (1 Jun 2016)

Heather Humphreys: I have two decisions to make. I must look at the site on Moore Street in the context of the judgment and I must also look at its wider potential implications. I need to look at whether there are broader planning and development issues nationally. I am still assessing the potential impacts and consulting other Departments. I am also taking legal advice on the matter. I am, therefore, not...

Ceisteanna - Questions (Resumed) - Priority Questions: National Monuments (1 Jun 2016)

Heather Humphreys: ...that the location is evocative. I want to see us preserving the buildings which include the final headquarters of the 1916 leaders. The intention always was to restore the buildings, 14 to 17 Moore Street, to their 1916 state in order that visitors would be able to take a step-back in time. I am consulting other Departments and whenever the decision is made on the ruling in the court...

Ceisteanna - Questions (Resumed) - Priority Questions: National Monuments (1 Jun 2016)

Heather Humphreys: Gabh mo leithscéal. Following the High Court's ruling, progress on the 1916 commemorative centre and conservation project on Moore Street has ceased and arrangements are being made to have limited works, as approved by the court, carried out as soon as possible to preserve and protect the buildings at 14 to 17 Moore Street for the time being. The objective of the works will be to...

Written Answers — Department of Arts, Heritage and the Gaeltacht: National Monuments (25 May 2016)

Heather Humphreys: I propose to take Questions Nos. 227 to 229, inclusibe, together. The buildings in Moore Street were acquired by the State from the previous owner with the assistance and advice of the National Asset Management Agency. The consideration involved was arrived at in the normal commercial manner. The information banner was put in place as part of the State’s 1916 Commemorations...

National Monuments: Motion [Private Members] (2 Feb 2016)

Heather Humphreys: ...to be underpinned and stabilised and the gables to be given permanent finishes, protecting them into the future on a permanent basis. It is worth noting that the restoration of Nos. 14 to 17 Moore Street is one of a number of major building projects being undertaken as part of the Government's Ireland 2016 centenary programme.

National Monuments: Motion [Private Members] (2 Feb 2016)

Heather Humphreys: Finally, I want to refer to the motion's call for me to create a historical or cultural quarter in the Moore Street-GPO area. No matter how many times I explain my remit as Minister for the arts, Sinn Féin ignores it. The vast bulk of the surrounding properties are privately owned.

National Monuments: Motion [Private Members] (2 Feb 2016)

Heather Humphreys: Already, sections of Moore Street-----

National Monuments: Motion [Private Members] (2 Feb 2016)

Heather Humphreys: ...local area plan for the area under the provisions of the Planning Acts. As I said earlier, Sinn Féin is the largest party in Dublin City Council. The Bord Pleanála planning permission will keep Moore Street as an open street and Dublin City Council policy is to keep the traders. It is somewhat ironic that I am being asked to work through various committees of Dublin City...

National Monuments: Motion [Private Members] (2 Feb 2016)

Heather Humphreys: My objective and statutory responsibility in Moore Street is to restore the four historic and original buildings that make up the national monument at Nos. 14 to 17 to their 1916 state and to allow the Irish public to see the marks of that revolution.

National Monuments: Motion [Private Members] (2 Feb 2016)

Heather Humphreys: I have met with the traders and they support the restoration of Nos. 14 to 17 Moore Street. They pleaded with me to get the work started on the property.

National Monuments: Motion [Private Members] (2 Feb 2016)

Heather Humphreys: I appeal to everyone in the House to support the Moore Street project-----

National Monuments: Motion [Private Members] (2 Feb 2016)

Heather Humphreys: ...Programme of commemorative events, activities and projects; commends the Government and the Minister for Arts, Heritage and the Gaeltacht on the purchase, preservation and conservation of the National Monument at Numbers 14-17 Moore Street - the only substantially pre-1916 structures surviving in the terrace in that street, with Number 16 being the location of the last Council of War of...

National Monuments: Motion [Private Members] (2 Feb 2016)

Heather Humphreys: Sinn Féin claims it wants Moore Street protected, yet the party opposed the previous 2014 plan which would have allowed for the site to be restored. Most recently the party encouraged and supported the people who occupied the site, delaying the important restoration works and jeopardising our chances of being able to allow access to the site during the centenary. The Government is...

Written Answers — Department of Arts, Heritage and the Gaeltacht: National Monuments (20 Jan 2016)

Heather Humphreys: I propose to take Questions Nos. 173 to 175, inclusive, together. As previously advised, the works being carried out on the National Monument at 14-17 Moore Street are in line with the consent issued by the then Minister for Arts, Heritage and the Gaeltacht in 2014. These works, as has been publicly stated on a number of occasions, will return Nos. 14-17 Moore Street to their 1916...

Written Answers — Department of Arts, Heritage and the Gaeltacht: Comóradh 1916 (19 Jan 2016)

Heather Humphreys: ...Minister of State Ó Ríordáin on 3rdOctober 2015. This will showcase the best of Irish arts and culture on the international stage. - On 10thNovember 2015, I announced that work was to start on the conservation and restoration of the National Monument in Moore Street, acquired by the State earlier in the year, which will facilitate its development as a new Commemorative...

Topical Issue Debate: National Monuments (14 Jan 2016)

Heather Humphreys: Deputy Costello is correct when he says that planning permission regarding Moore Street was given by An Bord Pleanála in 2010. The Deputies opposite should have objected at that stage. The shopping mall is a matter for Dublin City Council. I am responsible for the national monument at Nos. 14 to 17 Moore Street. Anything outside the national monument is a matter for Dublin City Council.

Topical Issue Debate: National Monuments (14 Jan 2016)

Heather Humphreys: The expert advice I have received is very clear. As I have outlined, Nos. 18 and 19 Moore Street were in ruins. None of the original fabric of the building at No. 13 is still present, as it was rebuilt in the 1940s. It has been clearly demonstrated that Nos. 14 to 17 are of historic importance.

Topical Issue Debate: National Monuments (14 Jan 2016)

Heather Humphreys: I have seen at first hand the fabric of the buildings that date back to 1916. I refer to what is there at Nos. 14 to 17 Moore Street. If one goes into Nos. 18 and 19, one will see that the inside of those buildings has been completely changed.

Topical Issue Debate: National Monuments (14 Jan 2016)

Heather Humphreys: This is the first Government to do something about Moore Street. We purchased the national monument. We have made money available to carry out restoration work.

Topical Issue Debate: National Monuments (14 Jan 2016)

Heather Humphreys: On 10 November 2015, I announced that I had approved a comprehensive scheme of restoration works to Nos. 14 to 17 Moore Street. The announcement of the commencement of works featured in national media coverage at the time and was widely welcomed. Having secured ownership of the buildings at Nos. 14 to 17, following agreement from the Government to purchase the site, work got under way by...
