Written Answers — Higher Education Grants: Higher Education Grants (1 Jul 2010)

Brendan Kenneally: Question 286: To ask the Tánaiste and Minister for Education and Skills the number of students who were denied a student grant upon application last year on a county basis; and if she will make a statement on the matter. [28890/10]

Written Answers — School Transport: School Transport (16 Jun 2010)

Brendan Kenneally: Question 180: To ask the Tánaiste and Minister for Education and Skills the arrangements that are in place to approve school transport for children with special education needs, which normally is approved by the local special education needs officer, when such an officer is on holiday during school term and will not return until after the schools have gone on holidays; and if she will make...

Criminal Justice (Public Order) Bill 2010: Second Stage (Resumed) (26 May 2010)

Brendan Kenneally: I am pleased to have an opportunity to speak on the Bill, which addresses the outcome of the previous High Court judgment that held that part of the Vagrancy Act was unconstitutional. In view of that decision we cannot outlaw begging entirely. I am not sure we would want to do it anyway. The legislation is necessary because begging has become a problem. People are being intimidated by...

Issue of Writ: Waterford By-election (19 May 2010)

Brendan Kenneally: I thank the Minister of State, Deputy Curran, the Chief Whip, for sharing his time with me. I am glad to have the opportunity to say a few words on this motion today. I wish Martin Cullen well. We all know why we are here; it is because, unfortunately, he had to resign his seat in this House. I have not seen him in a number of weeks but I know he has been undergoing rehabilitation for his...

Issue of Writ: Waterford By-election (19 May 2010)

Brendan Kenneally: Nevertheless, its gesture in that regard is much appreciated. Normally I agree that we should hold by-elections whenever it is prudent to do so but we are not in normal times. We are living in unprecedented times and everybody here knows that. We are coming out of a global recession. This country has been in recession and we are coming out of it.

Issue of Writ: Waterford By-election (19 May 2010)

Brendan Kenneally: I know that the people of this country would not thank us for taking our eye off the ball while we are turning things around and sending the Taoiseach, Ministers and Deputies from both sides of the House to Waterford, Donegal South-West or Dublin South to fight three by-elections which will not make a huge difference in here because the Government will still have a majority. It is more...

Issue of Writ: Waterford By-election (19 May 2010)

Brendan Kenneally: It is more important that we get on with our work here. I, along with my colleagues in Waterford, Deputies Deasy and O'Shea, are capable of representing the views and wishes of the people of Waterford in the House and will continue to do that. Nobody is coming into my clinics in Waterford to ask me when we will have a by-election and saying that we should have one. Their focus is on jobs;...

Sea Fisheries and Maritime Jurisdiction (Fixed Penalty Notice) (Amendment) Bill 2009: Second Stage (Resumed) (12 May 2010)

Brendan Kenneally: This is the first opportunity I have had publicly to congratulate Deputy Connick on his promotion to the office of Minister of State with responsibility for fisheries. I am aware from dealings I have had with the Minister of State previously that he has a great interest in this area. Our constituencies are divided from each other by the Waterford estuary but there is a ferry link between...

Sea Fisheries and Maritime Jurisdiction (Fixed Penalty Notice) (Amendment) Bill 2009: Second Stage (Resumed) (12 May 2010)

Brendan Kenneally: The problem is that this Bill is not sufficiently specific. One of the problems I envisage is similar to what Deputy Dooley just mentioned. My concern has always been for the smaller fishermen. I do not mean smaller in stature, but in fishing capability. The bigger operators out at sea are the people who have always done the damage. I am afraid the Bill as drafted will not be enough of a...

Sea Fisheries and Maritime Jurisdiction (Fixed Penalty Notice) (Amendment) Bill 2009: Second Stage (Resumed) (12 May 2010)

Brendan Kenneally: I am a supporter of administrative sanctions but previously we were told this could not be done. I read the Minister of State's speech last night with interest. His tone was different from what previous fisheries Ministers said in the past. He said: "The Irish legal system, in principle, permits the operation of a fixed penalty notice system in respect of minor penalties which afford the...

Sea Fisheries and Maritime Jurisdiction (Fixed Penalty Notice) (Amendment) Bill 2009: Second Stage (Resumed) (12 May 2010)

Brendan Kenneally: We should change our legislation with regard to current offences. It has been suggested that this would mean introducing new offences, but I have no wish to see that. I believe some of the sanctions that apply to current offences should be changed. They are too draconian. The Fine Gael Bill would allow French, Spanish and other boats fishing in our waters to get off lightly.

Sea Fisheries and Maritime Jurisdiction (Fixed Penalty Notice) (Amendment) Bill 2009: Second Stage (Resumed) (12 May 2010)

Brendan Kenneally: I looked at the Bill and the wording is not tight enough. That is the problem. The Deputy will not succeed in what he is trying to achieve in the Bill. For that reason I will not be able to support it. Part of the reason there are problems is that most of the fishermen who are targeted for illegal fishing are the smaller operators who fish closer to shore. We go after the easy target....

Sea Fisheries and Maritime Jurisdiction (Fixed Penalty Notice) (Amendment) Bill 2009: Second Stage (Resumed) (12 May 2010)

Brendan Kenneally: Unfortunately, it does not do that.

Written Answers — Hospital Services: Hospital Services (20 Apr 2010)

Brendan Kenneally: Question 359: To ask the Minister for Health and Children if her attention has been drawn to the fact that the radiotherapy treatment centre attached to the Whitfield Clinic in Waterford will refuse to accept new public patients from 1 May 2010 in view of the fact that there is no contract in place with the Health Service Executive; the steps being taken to rectify this matter; and if she...

Written Answers — Hospital Services: Hospital Services (20 Apr 2010)

Brendan Kenneally: Question 360: To ask the Minister for Health and Children the additional cost that will be incurred by the Health Service Executive if a contract is not negotiated with the operator of the radiotherapy treatment centre attached to the Whitfield Clinic, Waterford, in relation to radiotherapy treatment for cancer patients who will otherwise have to be treated elsewhere; and if she will make a...

Search and Rescue Service. (24 Mar 2010)

Brendan Kenneally: I thank Deputy Browne for agreeing to share his time with me. I agree wholeheartedly with all the previous speakers. We are discussing health and safety and in my view one cannot put a price on that. I shall relate a very quick story arising from a telephone call I received from a woman who rang my office and spoke to me about her experience a number of years ago when she was on a ferry...

Written Answers — Search and Rescue Service: Search and Rescue Service (23 Mar 2010)

Brendan Kenneally: Question 374: To ask the Minister for Transport his plans to downgrade the search and rescue coast guard helicopter service based in Waterford; the rationale behind this decision; the detailed breakdown of any proposed savings from this decision; and if he will make a statement on the matter. [12941/10]

Written Answers — Search and Rescue Service: Search and Rescue Service (23 Mar 2010)

Brendan Kenneally: Question 375: To ask the Minister for Transport the number of calls received by each of the four search and rescue coast guard helicopter services bases throughout the country over the past five years; and if he will make a statement on the matter. [12943/10]
