Denis O'Donovan: Thank you. I welcome the Minister of State, Deputy Stanton. I congratulate him on his elevation to office and wish him a good and long career in that office. I welcome him to Seanad Éireann in his capacity as Minister and invite him to speak on the motion.

Denis O'Donovan: This debate has a time constraint of 50 minutes. We must move away from the very lengthy Order of Business this morning where I allowed everybody some indulgence. When time is set for these matters, we have no choice but to adhere to it. The spokesperson for each party will have five minutes and if there is time, the second person will have three minutes.
