I understand the amendments run to something like 300 pages. These amendments are ten times the size of a regular Bill. I cannot see how the Bill will be properly discussed in the House in the time provided for Second and Committee Stages....

It is a reasonable proposal which gets over the problem relating to the emergency services and the Garda raised by the Attorney General in 2003 when a similar proposal was mooted.
