Carol Nolan: Helping to keep those communities together and ensuring that essential work is carried and vital programmes are implemented should be the Minister's responsibility.

Topical Issue Debate: JobPath Implementation (1 Dec 2016)

Carol Nolan: I thank the Minister for his response but I am disappointed because there is a lack of clarity about what action will be taken by the Government on this issue. The Minister mentioned that there were 145 complaints but are people made aware of the mechanism for making complaints? Many people who came to me were not sure of that mechanism at all. I assure the Minister he would have thousands...

Topical Issue Debate: JobPath Implementation (1 Dec 2016)

Carol Nolan: I wish this evening to raise a very serious issue regarding the JobPath scheme. The scheme is not fit for purpose. I say so because the nature and level of complaints I am receiving in my office is of serious concern. I appeal to the Minister to take these complaints on board. Many Deputies have previously raised this very issue in the House. Constituents tell me that they feel they are...

Carol Nolan: I thank the Minister and his officials for coming to the committee. The €6 million savings arising from the full amount of the arbitrator's award have been included in the subhead for costs in respect of secretaries and caretakers. How much was spent in this area in 2016 and how was it calculated? Was each school allocated a standard increase or did the Department take account of...

Select Committee on Education and Skills: Estimates for Public Services 2016
Vote 26 - Education and Skills (Supplementary)
(30 Nov 2016)

Carol Nolan: I welcome the fact that the Minister said a top-up fund was available for schools and that 133 had availed of it. However, more is needed. Schools are under pressure, hours are being cut and secretaries and caretakers do a fantastic job which is often undervalued. They are absolutely vital in a school but schools have had to make choices. I would like this to be addressed more effectively.

Select Committee on Education and Skills: Estimates for Public Services 2016
Vote 26 - Education and Skills (Supplementary)
(30 Nov 2016)

Carol Nolan: Is it possible to get a breakdown of the €100 million in additional capital expenditure? I welcome that it will help 50 building projects to make progress. How many are now ready to move forward? I would like some clarity on that. Have we examined the possibility of additional capital expenditure where the allocation can be smoothed over a four-year period, which would help even...

Questions on Proposed Legislation (29 Nov 2016)

Carol Nolan: I want to raise again with the Taoiseach the issue of school transport again. I raised the issue a month ago and was told the findings would be published. We still have no findings. I attended a meeting with Bus Éireann officials last week along with the Minister of State at the Department of Education and Skills, Deputy Halligan, and many other Deputies from rural constituencies who...
