Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Engagement with Representatives from the European Commission (3 Mar 2022)

Paul Murphy: The work-life balance directive states that paternity leave must be compensated at least at the level of sick pay. Thankfully, in Ireland we are moving towards having sick pay that will be 70% of workers' wages. Will the Commissioner confirm that once we have legislated for sick pay, it means that we must have paternity pay in this country of at least 70% of workers' wages?

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Engagement with Representatives from the European Commission (3 Mar 2022)

Paul Murphy: On a related point, is there - because I could not find it - any directive relating to a minimum pay for maternity leave?

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Engagement with Representatives from the European Commission (3 Mar 2022)

Paul Murphy: Does that create a certain discrimination that will, in particular, affect single mothers?

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Engagement with Representatives from the European Commission (3 Mar 2022)

Paul Murphy: If the European Commission sets a minimum standard for paternity leave - something I agree with - does it not make sense for the Commission to also set a minimum standard for maternity leave to avoid a situation where women and men are potentially paid at significantly different levels? Women and men doing the same job may get different amounts when on maternity or paternity leave.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Engagement with Representatives from the European Commission (3 Mar 2022)

Paul Murphy: In the context of his portfolio and in conjunction with his Commission colleagues, has the Commissioner considered the question of a four-day week? There is a big campaign around that.

Ceisteanna - Questions: Taoiseach's Meetings and Engagements (2 Mar 2022)

Paul Murphy: The latest Intergovernmental Panel on Climate Change, IPCC, report was described by the UN Secretary General as "an atlas of human suffering and a damning indictment of failed climate leadership". The latest report talks of a "rapidly closing window of opportunity to secure a livable and sustainable future for all". It says that up to three quarters of the world's population faces...

Ceisteanna - Questions: Taoiseach's Meetings and Engagements (2 Mar 2022)

Paul Murphy: 24. To ask the Taoiseach if he will report on his attendance at the One Ocean Summit. [11436/22]

Ceisteanna - Questions: Departmental Functions (2 Mar 2022)

Paul Murphy: I also want to talk about the Aer Lingus ground staff. They very decisively rejected a proposal to impose a pay freeze and cuts to allowances on them today, voting 85% against. Fair play to them. These are workers who have not had a pay rise since 2019, and the Labour Court was pushing to continue with the pay freeze for almost three more years when the cost of living is through the roof,...

Ceisteanna - Questions: Departmental Bodies (2 Mar 2022)

Paul Murphy: It is criticism of the draft directive.

Ceisteanna - Questions: Departmental Functions (2 Mar 2022)

Paul Murphy: 14. To ask the Taoiseach if he will report on the work of the economic division of his Department. [11435/22]

Ceisteanna - Questions: Departmental Bodies (2 Mar 2022)

Paul Murphy: 2. To ask the Taoiseach if he will report on the international unit of his Department. [7691/22]

Ceisteanna - Questions: Departmental Bodies (2 Mar 2022)

Paul Murphy: I wish to ask the Taoiseach about his position on the newly published draft corporate sustainability due diligence directive from the European Commission. We desperately need laws ensuring corporate accountability throughout the supply chain, regarding human rights, labour rights and environmental rights, but it appears the Commission has gone for the lowest common denominator position, with...

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (2 Mar 2022)

Paul Murphy: The inhumane system of direct provision sees companies like Aramark make millions in profits, running what are essentially open prisons for asylum seekers. This is fitting, perhaps, because Aramark also makes money by running for-profit prisons in the US. They have treated those who are in direct provision here appallingly over the years, by serving up terrible food, by intimidating those...

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (2 Mar 2022)

Paul Murphy: The Taoiseach thinks that it is fine.

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (2 Mar 2022)

Paul Murphy: That is the implication.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Right to Request Remote Work Bill 2022: Discussion (Resumed) (2 Mar 2022)

Paul Murphy: I thank the witnesses for their presentations. On behalf of ICTU, Ms King spoke about the limited engagement ICTU had with the Government on the issue of remote working. What engagement has IBEC had with the Government on that issue?

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Right to Request Remote Work Bill 2022: Discussion (Resumed) (2 Mar 2022)

Paul Murphy: There are more than 100 lobbying returns from companies, including five from IBEC and multiple returns from the Dublin Chamber of Commerce, on the issue of remote working. Was that not engagement? What went on to become the heads of this Bill?

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Right to Request Remote Work Bill 2022: Discussion (Resumed) (2 Mar 2022)

Paul Murphy: I thank Ms McElwee. I will ask about one particular lobbying register item, which is down as a virtual meeting. The date is not given. It is between 1 September 2021 and 31 December 2021 and Ms McElwee is listed as the person primarily responsible for lobbying. Those people who appeared to be at the meeting - Ms McElwee can correct me if I am wrong - include the Tánaiste and Minister...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Right to Request Remote Work Bill 2022: Discussion (Resumed) (2 Mar 2022)

Paul Murphy: What is listed on the lobbying return is that the intended results were to ensure understanding of the business position on proposed statutory sick pay and the right to request remote working. It seems like IBEC met the whole caboodle. It was not just some special adviser. It was the Minister and the two Ministers of State in the Department. Is that not quite a high-level meeting for IBEC...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Right to Request Remote Work Bill 2022: Discussion (Resumed) (2 Mar 2022)

Paul Murphy: There is no mention of LEEF or it being tripartite on the lobbying register. I have a question for Ms Patricia King. Did ICTU have such a meeting with the Minister and the two Ministers of State present to discuss remote working in advance of the heads of Bill coming out?
