- Seanad: Rural Development Policy: Statements (Resumed). - Third Level Fees: Motion. (21 May 2003)
Mary O'Rourke: I am pleased to have the opportunity to contribute to the debate and welcome the Minister for Education and Science, Deputy Noel Dempsey. I do not mean to say with any vestige of pretension that I was Minister for Education for almost five years and a teacher. The Minister was also a teacher, as was the spirited Senator Ormonde. I speak from that perspective and should have an input into a...

- Seanad: Rural Development Policy: Statements (Resumed). - Third Level Fees: Motion. (21 May 2003)
Mary O'Rourke: There is no need to say, "Hear, hear." I am just making my position clear. It is a matter of discourtesy, if not disdain, to leave parents and young people hanging in the wind with no idea of what is coming.
- Seanad: Rural Development Policy: Statements (Resumed). - Third Level Fees: Motion. (21 May 2003)
Mary O'Rourke: It is stirring up atavistic tendencies and putting people on two sides. If one is for the poor, one is for the reintroduction of fees; if not, one is for the rich. That is patently incorrect.
- Seanad: Rural Development Policy: Statements (Resumed). - Third Level Fees: Motion. (21 May 2003)
Mary O'Rourke: It is wrong that the general debate has reached a stage where those atavistic sentiments are stirred when we do not have a proposal. That is the reason those who sneer at our amendment are incorrect. The Minister has yet to go to Cabinet with his proposal which, we are assured, he will be doing. The politics of envy are not the right way to go about promulgating public policy. If one has a...
- Seanad: Rural Development Policy: Statements (Resumed). - Third Level Fees: Motion. (21 May 2003)
Mary O'Rourke: âone is satisfied with oneself and one's inner self. Stirring up atavistic tendencies is wrong. This has come about because people do not know what the proposal is. Lest anybody think I am afraid to face up to the issue, in 1987-88 when things were very difficult and I was Minister for Education, I had to face up to 1,000 teachers at my front door and every clinic I attended for six weeks....

Mary O'Rourke: With regard to Progressive Democrats Members, Senator Minihan has gone back into hospital for a check up. We were gracious enough to send good wishes to Senator Cummins and should do the same now for Senator Minihan. Senator Dardis told the Whip last week that he would not be here today. We are delighted that Senator Kate Walsh, a respected Member of the House, is present. Senator Brian Hayes...

Mary O'Rourke: Senator O'Toole asked that the strategy statement from the Department of Education and Science be discussed at 6 p.m. Again, it would be difficult to find a Minister and it is not good practice to have debates without a Minister being present.
- Seanad: Order of Business. (20 May 2003)
Mary O'Rourke: We did it once before and it is not a good idea. The point of a debate is to address a Minister. Senator Tuffy supported Senators Brian Hayes and O'Toole about school accommodation and expressed herself strongly on the matter. Senator Maurice Hayes, a patron of the Special Olympics, asked that the Minister for Health and Children publish the medical advice he received from the high level...
