Barry Cowen: The Minister, Deputy Howlin, said he was disappointed and surprised but the rest of us are not. I have just outlined some of the reasons he should not be disappointed or surprised. They are the realities that will unfold at the ballot box in Carlow-Kilkenny in a few weeks time. If the Government does not get the message then, it will be given it again in 12 months time.
