Joint Oireachtas Committee on Health: Workforce Planning in the Health Sector: Discussion (9 Oct 2019)

Alan Kelly: Will Mr. Varley answer the question?

Joint Oireachtas Committee on Health: Workforce Planning in the Health Sector: Discussion (9 Oct 2019)

Alan Kelly: It is not going to happen overnight, but over a period of time. The association either agrees with it or it does not. Mr. Varley should let me know. It is the fourth time I have asked the same question.

Joint Oireachtas Committee on Health: Workforce Planning in the Health Sector: Discussion (9 Oct 2019)

Alan Kelly: I accept that.

Joint Oireachtas Committee on Health: Workforce Planning in the Health Sector: Discussion (9 Oct 2019)

Alan Kelly: I am asking about it in principle. The resources will be provided over a significant period of time. This will have to be a graduated process. The ship will have to be turned around and put back out to sea over a period of time. Would Mr. Varley agree with it?

Joint Oireachtas Committee on Health: Workforce Planning in the Health Sector: Discussion (9 Oct 2019)

Alan Kelly: Mr. Varley does.

Joint Oireachtas Committee on Health: Workforce Planning in the Health Sector: Discussion (9 Oct 2019)

Alan Kelly: I am taking it that Mr. Varley agrees. He can contradict me if I am wrong.

Joint Oireachtas Committee on Health: Workforce Planning in the Health Sector: Discussion (9 Oct 2019)

Alan Kelly: Excuse me, I do not take comments like that. I did a 17-hour day yesterday as well, so Dr. Durcan need not think she is unique.

Joint Oireachtas Committee on Health: Workforce Planning in the Health Sector: Discussion (9 Oct 2019)

Alan Kelly: Thank you, Chairman. You have been very helpful.

Joint Oireachtas Committee on Health: Workforce Planning in the Health Sector: Discussion (9 Oct 2019)

Alan Kelly: It was a bit more complex than that but Dr. Colleran can answer her version of the question.

Joint Oireachtas Committee on Health: Workforce Planning in the Health Sector: Discussion (9 Oct 2019)

Alan Kelly: Can I continue because I will not have any time to ask more questions otherwise?

Joint Oireachtas Committee on Health: Workforce Planning in the Health Sector: Discussion (9 Oct 2019)

Alan Kelly: Fair enough. I am with Dr. Colleran when it comes to the two-tier system. It cannot operate anymore and the drawbacks are huge. The finances of it do not make sense. It is obvious it cannot continue. On changes to contracts, we also need to have greater transparency with the public-private mix because that would help everyone. It would help the Irish Hospital Consultants Association,...

Joint Oireachtas Committee on Health: Workforce Planning in the Health Sector: Discussion (9 Oct 2019)

Alan Kelly: Sorry for interrupting. Also in the mid-west, we do not have a private hospital. We have Barringtons Hospital, but the witnesses know what I mean. We do not have a full overnight private hospital. I am trying to correlate the figures based on the structures. Our region is the only one that got reconfiguration. We were reconfigured before the solutions to capital funding were ever...

Joint Oireachtas Committee on Health: Workforce Planning in the Health Sector: Discussion (9 Oct 2019)

Alan Kelly: ---

Joint Oireachtas Committee on Health: Workforce Planning in the Health Sector: Discussion (9 Oct 2019)

Alan Kelly: Hospitals such as UHL. I was very much taken by what the Irish Hospital Consultants Association said recently about having no confidence in the Minister for Health, Deputy Harris, and I have been very much taken by what the witnesses have said here today. I want to quote what the Irish Hospital Consultants Association said on escalating a campaign, and I would like it to give us more...

Joint Oireachtas Committee on Health: Workforce Planning in the Health Sector: Discussion (9 Oct 2019)

Alan Kelly: I agree with that by the way.

Joint Oireachtas Committee on Health: Workforce Planning in the Health Sector: Discussion (9 Oct 2019)

Alan Kelly: The word "experience" was the one that got me, to be honest. I can ask about the campaign.

Joint Oireachtas Committee on Health: Workforce Planning in the Health Sector: Discussion (9 Oct 2019)

Alan Kelly: How? Just so I can help.

Financial Resolutions - Budget Statement 2020 (8 Oct 2019)

Alan Kelly: Absolutely. It would have been innovative to deal with public transport in a real way by having a standard fare in Dublin, Cork, Limerick and Galway.

Financial Resolutions - Budget Statement 2020 (8 Oct 2019)

Alan Kelly: There would also be a standard daily fare. In terms of retrofitting, there is already a one-year waiting list for the warmer homes scheme. What is being proposed is a laugh. We should be retrofitting all public buildings. I proposed something that was ignored - start with our schools and other educational facilities in a way that would demonstrate and show leadership. Of course, that...

Financial Resolutions - Budget Statement 2020 (8 Oct 2019)

Alan Kelly: Such measures would have been supported by the House. The gouging of people and businesses is a failure of the Dáil and the four years in government. It is disgraceful. It is killing rural Ireland and businesses across a range of sectors. It needs to be addressed. I am glad the Minister of State agrees. There is little in the budget on childcare, so there is not much to say on it.
