- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland (Resumed): Bank of Ireland (29 Apr 2015)
Michael McNamara: I was aware that Bank of Ireland had not reduced the number of branches in County Clare, but I did not know this was the case nationally. I also am aware, however, that the bank has hugely reduced the services available at all local branches in Clare. There was a time when people going into their bank could expect to talk to a human being rather than having to interact with a machine....
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland (Resumed): Bank of Ireland (29 Apr 2015)
Michael McNamara: It is not just Scariff. That is where I live, so I hear the most about it, but I have heard the same thing about Tulla, Kilkee and Milltown Malbay. As I said, this is a particular issue in those four towns because there is no other ATM there.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland (Resumed): Bank of Ireland (29 Apr 2015)
Michael McNamara: Not when they are broken.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland (Resumed): Bank of Ireland (29 Apr 2015)
Michael McNamara: Unfortunately, these incidents are more the rule than the exception over bank holiday weekends in the towns I mentioned.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland (Resumed): Bank of Ireland (29 Apr 2015)
Michael McNamara: I accept that, but it is particularly frustrating for retailers when it runs out on the Friday night at the beginning of a bank holiday weekend because they know they will have no cash for the remainder of the weekend.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland (Resumed): Bank of Ireland (29 Apr 2015)
Michael McNamara: No, Bank of Ireland does not. Retailers also sometimes end up cashing cheques that they may not wish to cash.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland (Resumed): Bank of Ireland (29 Apr 2015)
Michael McNamara: Sometimes it is not just a question of cash, it is a technical problem, and I am told there is no possibility of getting someone out on a bank holiday weekend to fix that. Given that Mr. Boucher has described the bank as pragmatic, businesslike and commercial, I would have thought that where it is a technical problem rather than a cash problem, contracts would be in place to remedy the issue.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland (Resumed): Bank of Ireland (29 Apr 2015)
Michael McNamara: Will he come to me next week on the performance of the ATMs over the bank holiday weekend?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland (Resumed): Bank of Ireland (29 Apr 2015)
Michael McNamara: I am not in a position to try all five of them.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Basic Payment Scheme and GLAS: Discussion (Resumed) (28 Apr 2015)
Michael McNamara: I have couple of questions regarding the Natura sites, an area of considerable contention, such as Slieve Aughty. The delegation listed four criteria. Do I understand that all four must be met? The criteria are that the area in question was declared in the 2008 single payment scheme form, the area was declared as eligible under the 2008 scheme, the applicant was paid under the 2008 scheme...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Basic Payment Scheme and GLAS: Discussion (Resumed) (28 Apr 2015)
Michael McNamara: We have a right to payments under the single farm payment scheme. Who has said it means it must have been declared in a 2008 single payment?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Basic Payment Scheme and GLAS: Discussion (Resumed) (28 Apr 2015)
Michael McNamara: They do not. I am reading the regulations, which specify "any area which gave a right to payments under the single payment scheme or the single area payment scheme in 2008". This is not the same as saying an area in question must have been declared in a 2008 single payment scheme application and paid under the 2008 scheme.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Basic Payment Scheme and GLAS: Discussion (Resumed) (28 Apr 2015)
Michael McNamara: The area was declared as eligible under the 2008 scheme and the applicant was paid. It is an entirely different matter.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Basic Payment Scheme and GLAS: Discussion (Resumed) (28 Apr 2015)
Michael McNamara: It is an entirely different matter to give "rights to a payment" under the single payment scheme.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Basic Payment Scheme and GLAS: Discussion (Resumed) (28 Apr 2015)
Michael McNamara: The Commission has stated that the first three criteria must be satisfied to give a right to a payment. Has the Commission also stated that the limitation must have been imposed under a habitat management plan?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Basic Payment Scheme and GLAS: Discussion (Resumed) (28 Apr 2015)
Michael McNamara: Mr. Evans has told us that the Commission has interpreted to give a "right to a payment" under the single payment scheme as Nos. 1, 2 and 3 here. Is that the Commission rather than the Department?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Basic Payment Scheme and GLAS: Discussion (Resumed) (28 Apr 2015)
Michael McNamara: That is good to know. Has the Commission said the ineligible area was the result of the SPA or SAC limitations imposed under a habitat management plan? Many people who could not get into habitat management plans were-----
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Basic Payment Scheme and GLAS: Discussion (Resumed) (28 Apr 2015)
Michael McNamara: My question is clear. Has the Commission said the fourth criteria here is required, or is it the interpretation of the Department of Agriculture, Food and the Marine?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Basic Payment Scheme and GLAS: Discussion (Resumed) (28 Apr 2015)
Michael McNamara: Yes or no?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Basic Payment Scheme and GLAS: Discussion (Resumed) (28 Apr 2015)
Michael McNamara: The Commission has said it must have been imposed under a habitat management plan.
