Frank Feighan: Section 3 seeks to repeal existing legislation and to remove the structures and procedures under which health boards operated formerly. All Opposition parties opposed the provisions in the Dáil. We are in favour of maintaining the current health board structures. Frank Feighan: Will the Leader ask the Minister for Agriculture and Food to explain and intervene in the disastrous decision by Teagasc to proceed with phase 2 of the closure of many of its offices nationwide? I find it very callous that it has already taken a decision to close these offices but decided to wait until after the local elections. Will the Minister intervene to ensure these offices are kept open?

Frank Feighan: I welcome the Minister. He stated that the enactment of this Bill is a further indication of the Government's commitment to the delivery of a reformed health service, which has as its objective the maximisation of the level and quality of care provided to patients and clients in the years ahead.
