Seanad: Planning and Development (Housing) and Residential Tenancies Bill 2016: Committee Stage (Resumed) (23 Nov 2016)

Paudie Coffey: Some of these issues were raised earlier and many of us have voiced our concern regarding councillor involvement. However, we have to state clearly that it is not a function of elected members to decide a planning application. We need to be careful, as we debate this legislation-----

Seanad: Planning and Development (Housing) and Residential Tenancies Bill 2016: Committee Stage (Resumed) (23 Nov 2016)

Paudie Coffey: It was not while I was downstairs. With respect, I have been working on legislation for much longer than the Senator. We all need to be fair to the Minister. As Senator Davitt stated, we are in this House expressing our concerns about the housing crisis on a daily basis. This is but one measure in this legislation to deal with and streamline large-scale housing applications in large urban...

Seanad: Planning and Development (Housing) and Residential Tenancies Bill 2016: Committee Stage (Resumed) (23 Nov 2016)

Paudie Coffey: I welcome section 20, which deals with EIA screening. It is targeted at areas where flood relief measures are needed, including repairs to river banks. The system at present requires a lot of bureaucratic applications to numerous Departments and State agencies and this gives an opportunity for a screening and consent process to a planning authority or relevant State agency.

Joint Oireachtas Committee on Housing, Planning, Community and Local Government: Local Economic and Community Plans: Discussion (23 Nov 2016)

Paudie Coffey: I will directly follow on from what Senator Boyhan has said in recognising the primacy of the elected mandate of public representatives. However, I believe we cannot have it both ways. I disagree with the Senator on one aspect. We heard the previous speakers arguing about the system that existed previous to the current system. Elected members may have been members of those boards, but...

Joint Oireachtas Committee on Housing, Planning, Community and Local Government: Local Economic and Community Plans: Discussion (23 Nov 2016)

Paudie Coffey: It is not generalised. It is a fact that there are governance issues around the country.

Seanad: Order of Business (16 Nov 2016)

Paudie Coffey: I add my voice to those of colleagues who raised the issue of domestic and sexual violence. The topic is, and has been, a very dark and silent challenge for many families and individuals who have suffered. They have probably not told their closest friends and family. Like mental health and other issues, it behoves us all to speak about domestic violence and to empower and provide support...

Seanad: Planning and Development (Housing) and Residential Tenancies Bill 2016: Order for Second Stage (16 Nov 2016)

Paudie Coffey: I move: "That Second Stage be taken now."

Seanad: Planning and Development (Housing) and Residential Tenancies Bill 2016: Second Stage (16 Nov 2016)

Paudie Coffey: We also like Senator Victor Boyhan and enjoy his contributions which are positive and proactive, as are those of many other Senators. It is important that we continue the debate on housing because it is the number one issue in the country. I acknowledge the presence of the Minister in the Seanad. He has come to the House on a number of occasions and is here again to afford the Seanad the...

Seanad: Planning and Development (Housing) and Residential Tenancies Bill 2016: Second Stage (16 Nov 2016)

Paudie Coffey: Next Tuesday.

Seanad: Heritage Bill 2016: Committee Stage (9 Nov 2016)

Paudie Coffey: I commend the Minister on bringing the Bill to the House. We need some balance in this debate. First, I want to declare that I am not a farmer. However, I can bring something to the debate because I live in a rural area, side-by-side with farmers. I see at first-hand what the land means to them in terms of sustaining their livelihoods in future. From listening to some of the language...

Seanad: Heritage Bill 2016: Committee Stage (9 Nov 2016)

Paudie Coffey: That would be a good idea in the interests of canal management, and the Minister should take that suggestion on board.

Seanad: Order of Business (26 Oct 2016)

Paudie Coffey: Others have raised concerns about the public unrest regarding public sector pay. This is a very critical time in the economy's recovery and we are in real danger of unwinding the solid progress that has been made. In addition, our economy is seriously exposed to Brexit and other outside influences that can affect the recovery currently under way. The public sector pay agreements were...
