Seanad: Order of Business (5 Feb 2009)

Ivor Callely: What did the Senator say?

Seanad: Order of Business (5 Feb 2009)

Ivor Callely: I support Senator Keaveney's call for the Tánaiste and Minister for Enterprise, Trade and Employment, Deputy Coughlan, to attend a debate in this House on the various incentives and investment policies in place to encourage enterprise and entrepreneurship. Like Senator Ormonde, I support the good work being done by Senator O'Donovan in regard to the Harbours (Amendment) Bill 2008.

Seanad: Order of Business (5 Feb 2009)

Ivor Callely: I simply wish to record my support for Senator O'Donovan and to point to my knowledge of the Bantry Bay and Dunmanus Bay areas. I hope the Senator is successful in his endeavours. Will the Leader organise a debate on the schools building programme? A school in my constituency, St. John the Baptist's junior boys school in Clontarf, is in need of replacement classrooms. The current...

Seanad: Order of Business (5 Feb 2009)

Ivor Callely: I hope it will be discussed either in the House or as an Adjournment matter.

Seanad: Order of Business (4 Feb 2009)

Ivor Callely: I must disagree with my learned colleague, Senator Cummins. Today and yesterday have been very important days. There is a key message we need to send out from the House, and I would like it to be a united message. The Government has a great determination to stabilise our public finances, to keep people at work and to improve the skills of those who have lost their jobs. I ask Senator...

Seanad: Industrial Development Bill 2008: Committee and Remaining Stages (4 Feb 2009)

Ivor Callely: I have a question regarding costs to the Exchequer. While I understand no costs will be incurred, I wonder how all these changes can take place without incurring any costs.

Seanad: Industrial Development Bill 2008: Committee and Remaining Stages (4 Feb 2009)

Ivor Callely: While I appreciate the Minister of State's response, I wish to ascertain whether there will be costs to any of the agencies regarding the requisite formalities on foot of the enactment of this legislation. I appreciate that both the Minister of State and the Bill's explanatory memorandum have noted there will be no cost to the Exchequer. Surely, however, measures such as the transfer of...

Seanad: Industrial Development Bill 2008: Committee and Remaining Stages (4 Feb 2009)

Ivor Callely: I greatly appreciate the Minister of State's reply in that regard. When the required changes go through the required processes, may I take it that should any costs be incurred by those involved in the process, they would not be asked to fund them from their existing budgets but that the requisite additional costs would be allocated to them? It has been brought to my attention that on...

Seanad: Industrial Development Bill 2008: Committee and Remaining Stages (4 Feb 2009)

Ivor Callely: I thank the Minister of State.

Seanad: Industrial Development Bill 2008: Committee and Remaining Stages (4 Feb 2009)

Ivor Callely: I thank the Minister of State, Deputy Kelleher, for attending to deal with Committee and Remaining Stages of the Bill. I will take the opportunity to express my appreciation for the officials who participated today and the last time. Regarding the Seanad's efficiency, much was teased out when the Tánaiste and Minister for Enterprise, Trade and Employment, Deputy Coughlan, attended...

Seanad: Industrial Development Bill 2008: Committee and Remaining Stages (4 Feb 2009)

Ivor Callely: It may be part of the reason for our efficient dealing with the Bill. On a serious note, I welcome the passing of the legislation and, given the current climate, I hope it will assist agencies in ensuring the right environment is created whereby people, particularly entrepreneurs, are able to do the good work of which we know they are capable.

Seanad: Human Rights Issues: Motion (4 Feb 2009)

Ivor Callely: I thank my good friend and colleague, Senator John Hanafin, for sharing his time. I congratulate my Independent Seanad colleagues for tabling the Private Members' motion before the House. My good friend, Senator Hanafin, has adequately dealt with the first part of the motion, concerning the Combat Poverty Agency. The strengthening of the Combat Poverty Agency is to be welcomed.

Seanad: Human Rights Issues: Motion (4 Feb 2009)

Ivor Callely: It is being strengthened. There is no disruption to the Equality Authority nor any downsizing of the Irish Human Rights Commission.

Seanad: Human Rights Issues: Motion (4 Feb 2009)

Ivor Callely: That aspect of the motion is simply incorrect. I congratulate Senator Hanafin and Senator Ormonde, who already responded on these points. I support the view that Ireland has a very important role to play. We must express our voice in world affairs, especially in matters relating to human rights. Small nations such as ours can, and do, make an important and valuable contribution in...

Seanad: Human Rights Issues: Motion (4 Feb 2009)

Ivor Callely: ——as the best means to address and resolve the practice of religion, freedom of expression and preservation of cultural identity in Tibet. I am sorry my time has run out because I have only another few words to say, but I will leave it at that.

Seanad: Order of Business (29 Jan 2009)

Ivor Callely: Unlike my colleagues on the opposite side of the House, I welcome the collective agreement of our political leadership and social partners to commence what one will appreciate will be very difficult negotiations. It is an unprecedented approach to address the country's current challenges for economic renewal. When we are borrowing €50 million a day, with an annual shortfall of €18...

Seanad: Industrial Development Bill 2008: Second Stage (Resumed). (28 Jan 2009)

Ivor Callely: Next Tuesday, 3 February 2009.

Seanad: Industrial Development Bill 2008: Second Stage (28 Jan 2009)

Ivor Callely: I welcome the Minister and thank her for giving us her time. I understand the Industrial Development Bill is of a technical nature and does not introduce any new policy direction or otherwise, so I welcome it. The Bill provides for the transfer of shares by an existing shareholder to a third party and it was deemed necessary that the legislation be introduced. As the Minister said, the Bill...

Seanad: Industrial Development Bill 2008: Second Stage (28 Jan 2009)

Ivor Callely: He said when one is on the highest peak, one appreciates the lowest valley.

Seanad: Industrial Development Bill 2008: Second Stage (28 Jan 2009)

Ivor Callely: It was said when he was on the way out rather than on the way in.
