- Seanad: Communications Regulation and Digital Hub Development Agency (Amendment) Bill 2022: Second Stage (8 Feb 2023)
Lynn Boylan: Curim fáilte roimh an Aire Stáit. As others have said, the Bill aims to provide ComReg with more powers, which is a move that Sinn Féin welcomes. ComReg needs stronger regulatory and consumer protection powers if it is to be able to do its job. I recently had reason to contact ComReg regarding power outages that were impacting the ability of people to contact emergency...
- Seanad: National Forestry Fund: Motion (8 Feb 2023)
Lynn Boylan: Cuirim fáilte roimh an Aire. This is a timely motion, and I commend Senator Boyhan on bringing such positive proposals forward. We need to ensure that communities and environmental ambition are at the heart of any proposal that emerges in this regard. The motion does not make any direct reference to the topical Coillte joint venture but it is important to take the opportunity to raise...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Energy Prices (1 Feb 2023)
Lynn Boylan: I am convinced someone is trying to sabotage me because we keep changing the order every week. We are here this morning because it has been impossible not to notice the welcome news in the newspapers that €50 is going back into every household's electricity accounts as a result of an error made by ESB Networks. The bigger question is as to why domestic customers were subsidising large...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Energy Prices (1 Feb 2023)
Lynn Boylan: In its submission, the Department criticised the CRU for unwinding what it called a ministerial direction. That information was obtained, via a freedom-of-information request, from email correspondence. The CRU is independent, and yet it implemented this decision on the instruction of a Minister in 2009. It is being blamed upon unwinding a ministerial direction and told that this measure...
- Seanad: An tOrd Gnó - Order of Business (1 Feb 2023)
Lynn Boylan: I echo what others have said and wish everybody a Lá Fhéile Bríde sona. It is very welcome that we are now going to celebrate St. Brigid who was a powerful feminist who challenged the status quo, respected the environment and wildlife, established leading community movements and, I believe, inspired Grace O'Malley, Maud Gonne, Brigitte Bardot and suffrages all over the world....
- Seanad: Road Traffic and Roads Bill 2021: Committee Stage (1 Feb 2023)
Lynn Boylan: I move amendment No. 59: In page 57, between lines 18 and 19, to insert the following:“(12A) The Minister shall, within six months of the passing of this Act,commission and publish a report on the regulatory and legislative changes required in order to establish an online portal for the uploading of dash cam and helmet camera footage to aid in the investigation and prosecution of...
- Seanad: Road Traffic and Roads Bill 2021: Committee Stage (1 Feb 2023)
Lynn Boylan: I move amendment No. 60: In page 57, between lines 18 and 19, to insert the following:“(12A) The Minister shall, within six months of the passing of this Act,commission and publish a report on the regulatory and legislative changes required in order to establish a mechanism for the use of dash cam footage obtained from public transport buses to aid in the investigation and...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)
Lynn Boylan: I apologise to Senator McGreehan. I thank Ms Creedon for her informative opening statement. One of the key reasons I requested that we have a session on dog bites, dangerous dogs, sheep-worrying and related issues is that I want us to react with an evidence-based approach to this. We are all in agreement that we want these dog attacks to end if we can stop them, but there have been a lot...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)
Lynn Boylan: Sorry, I know I fired a load of questions at Ms Creedon. One of them was about the dog bite prevention body. Are such bodies running in other jurisdictions that we can examine? We have a tendency in Ireland to look to Britain because of the language comparison and because it uses a similar system with a dangerous dog breed list, but it has not reduced the number of dog attacks.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)
Lynn Boylan: It feeds into what Ms Creedon said about responsible breeders in that with responsible breeders people nearly have to interview to get the dog. It is the same with shelters and pounds. They will gasp at the photographs of where the dog will be kept. There is no keeping the dog outside overnight. There are all those questions, and they will not re-home an adult dog with young children....
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)
Lynn Boylan: I thank all our guests for their very detailed submissions. The first issue I wish to raise involves dog breeding establishments, DBEs. This committee produced an animal welfare report while the DSPCA recently called for the DBE regulations and legislation to go to the Department of Agriculture, Food and the Marine. Do Mr. Geraghty and Mr. Ryan support that being in the one Department? It...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)
Lynn Boylan: I accept that the ratio is a crude measure but I have heard the same said about capping the number of breeding bitches. I have concerns about Mr. Ryan's statement that automation improves socialisation. The behavioural expert made the point, which makes sense, that it is about introducing dogs to different environments and noises and being handled more. We know that when dogs go into...
- Joint Oireachtas Committee on Climate Action: Engagement with the Commission for Regulation of Utilities (31 Jan 2023)
Lynn Boylan: I would like a back-and-forth in my five minutes if that is acceptable because I have some specific questions to ask. On the story about large energy users being subsidised by domestic users and the practice of rebalancing tariffs, which went on for 12 years, I understand the Minister contacted what would have been the Commission for Energy Regulation in 2009 to ask that the rebalancing be...
- Joint Oireachtas Committee on Climate Action: Engagement with the Commission for Regulation of Utilities (31 Jan 2023)
Lynn Boylan: Did the commission note that domestic users were also out of kilter with the rest of the EU? We just have high energy costs in this country.
- Joint Oireachtas Committee on Climate Action: Engagement with the Commission for Regulation of Utilities (31 Jan 2023)
Lynn Boylan: I wish to stop Ms MacEvilly but do not mean to be rude. The Government memo from the time states the Government was unwinding the measures for domestic users and that it wanted permanent rebalancing in favour of large energy users, subsidised by the domestic users. The measures that had been put in place for domestic users were being taken away. The memo clearly states this would prove...
- Joint Oireachtas Committee on Climate Action: Engagement with the Commission for Regulation of Utilities (31 Jan 2023)
Lynn Boylan: Did the CRU push back or carry out any impact analysis? We are aware there was a financial crisis at the time and that we were losing jobs. Equally, we know many hard-pressed families were also in a financial crisis. Did the CRU push back or do any analysis as to how fair the measure would be for domestic users?
- Joint Oireachtas Committee on Climate Action: Engagement with the Commission for Regulation of Utilities (31 Jan 2023)
Lynn Boylan: Does Ms Kavanagh have the figures for each year?
- Joint Oireachtas Committee on Climate Action: Engagement with the Commission for Regulation of Utilities (31 Jan 2023)
Lynn Boylan: But the representatives were not able to give us an answer when the committee asked for the overall figure for the 12 years. It was said the final figure would be reconciled when the arrangement was unwound or closed down. Does the commission have an annual figure or is it still calculating how much it was?
- Joint Oireachtas Committee on Climate Action: Engagement with the Commission for Regulation of Utilities (31 Jan 2023)
Lynn Boylan: But the measures stay in place for 12 years. Was there a regular engagement with ESB Networks? The Government's version was that there was going to be a €50 million subvention per annum or a rebalancing in favour of large energy users. What ESB Networks seems to have proposed was that a percentage of the network charges would be skewed in favour of large energy users. Did it come...
