- Joint Oireachtas Committee on Agriculture, Food and the Marine: Statement of Strategy 2023-2026: Department of Agriculture, Food and the Marine (3 Jul 2024)
Claire Kerrane: Yes, I am just using ACRES as an example. Goal 2 refers to meeting payment target dates. I was just using ACRES as an example but there were other schemes with issues. Has the Department taken measures to make sure that payment dates will be met this year?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Statement of Strategy 2023-2026: Department of Agriculture, Food and the Marine (3 Jul 2024)
Claire Kerrane: I understand that the payments are made earlier than may be the case elsewhere but the point is that farmers need certainty. The point is certainty for farmers. They have bills to pay and need to know they will get their money when they are told they will. It is important, regardless of the efforts the Department is making, which I acknowledge. Farmers need their money on the date they are...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Statement of Strategy 2023-2026: Department of Agriculture, Food and the Marine (3 Jul 2024)
Claire Kerrane: The strategy speaks a lot about communication, enhanced customer service for farmers and so forth. Do the officials feel the Department engages enough and has enough conversations and dialogue with the farm organisations? Is it where it should be or is the strategy a means to perhaps improve that going forward?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Agricultural Schemes: Department of Agriculture, Food and the Marine (3 Jul 2024)
Claire Kerrane: In the first tranche there was 30,000 but then 45,000 people ended up going into the scheme. Of the 45,000 who went in in the first tranche, more than 23,000 received the interim payments. The remainder of those people had their lands scored and got their proper payment. Was that it?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Agricultural Schemes: Department of Agriculture, Food and the Marine (3 Jul 2024)
Claire Kerrane: Were the vast majority in co-operation?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Agricultural Schemes: Department of Agriculture, Food and the Marine (3 Jul 2024)
Claire Kerrane: Regarding the 23,500 people who got the interim payment, obviously at the time they got that payment they were advised by letter that if their scores were different, there was a difference or shortfall or whatever it was, money would be listed as a debt and it would come off future payments. How is that going to work in respect of recoupment? Does the Department know how many of those...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Agricultural Schemes: Department of Agriculture, Food and the Marine (3 Jul 2024)
Claire Kerrane: Was that 6,600?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Agricultural Schemes: Department of Agriculture, Food and the Marine (3 Jul 2024)

- Joint Oireachtas Committee on Agriculture, Food and the Marine: Agricultural Schemes: Department of Agriculture, Food and the Marine (3 Jul 2024)
Claire Kerrane: They either pay it back of their own volition once they get the detailed information by whatever means they choose, or else it will come out of the likes of their ANC in September. It will be taken off the ANC scheme payment.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Agricultural Schemes: Department of Agriculture, Food and the Marine (3 Jul 2024)
Claire Kerrane: If Mr. Savage has provided this already, I will watch the video of the meeting back but will he provide an update on scoring? When will farmers know what they scored? When will we have detail on the average scores and all of that?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Agricultural Schemes: Department of Agriculture, Food and the Marine (3 Jul 2024)
Claire Kerrane: I want to flag one other issue and then I have one question on TAMS. When ACRES first came out last year, there was huge pressure on advisers. It is important to make this point. In the end, the timeline was moved and that was good and welcome but I hope a lesson will have been learned on that because they were under huge pressure with TAMS, ACRES and everything else. Obviously, the...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Agricultural Schemes: Department of Agriculture, Food and the Marine (3 Jul 2024)
Claire Kerrane: That is good to hear. Lastly, I have a quick question on TAMS. There has not been much detail yet on the 70% slurry storage scheme that was announced in the budget. Will the Department give us an update on what is happening with that?

Claire Kerrane: Great.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Agricultural Schemes: Department of Agriculture, Food and the Marine (3 Jul 2024)
Claire Kerrane: I have a number of questions. I apologise if these are questions that have been asked in my absence. Will the witnesses come back first on the interim payments for the ACRES scheme? Can they confirm how many interim payments were made or how many people received interim payments?
- Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (3 Jul 2024)
Claire Kerrane: Central Statistics Office, CSO, crime statistics tell us that robbery is up 18% in the first quarter of this year compared with the first quarter of last year. In my constituency, across Roscommon and Galway we have had numerous burglaries in recent weeks and months. The idea of older people who live on their own being afraid in their own homes is a very sad indictment of where we are...
