- Post-European Council Meeting: Statements (8 Nov 2023)
Joe Flaherty: I thank the Minister of State, Deputy Peter Burke. I welcome the recent European Council statement reiterating its resolute condemnation of Russia's war of aggression against Ukraine and reaffirming the EU's unwavering support for Ukraine's independence, sovereignty and territorial integrity within its internationally recognised borders and its inherent right of self-defence against Russian...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Education and Upskilling in the Agriculture Sector (8 Nov 2023)
Joe Flaherty: I thank the speakers for coming in. It is great to see the depth of knowledge and skills that are in this sector. The work both Teagasc and UCD are doing is probably transferring itself and reflected in the success that is Irish agriculture. They are to be commended in that regard. I will address Teagasc first. I was listening to “Morning Ireland” this morning. As a...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Education and Upskilling in the Agriculture Sector (8 Nov 2023)
Joe Flaherty: This means there are roughly 50 people overall on the apprenticeship courses now. Is Teagasc in a position to scale these courses? What needs to be done to get more people to take these courses? What is the capacity for apprenticeships in the agricultural sector?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Education and Upskilling in the Agriculture Sector (8 Nov 2023)
Joe Flaherty: Very good. I thank Dr. Butler. To bring Professor Boland back to one point, he said his school is 79th internationally for farm and forestry studies in universities. Given where we are in agriculture, and we always like to think we are the best in the world, I would have thought we would have been higher ranked than that. How has this position been tracking? Have we gone up or down in...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Education and Upskilling in the Agriculture Sector (8 Nov 2023)
Joe Flaherty: Just when Professor Boland is on the point concerning the staff-student ratio, what would the ratio be in the best university in the world? Where is Professor Boland comparing UCD to?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Education and Upskilling in the Agriculture Sector (8 Nov 2023)
Joe Flaherty: Regarding funding, then, over the last five years, and having 22 students per academic, a part of the programme for Government is reducing the pupil-teacher ratio. Has this widened the ratio? How do things stand compared to five years ago?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Education and Upskilling in the Agriculture Sector (8 Nov 2023)
Joe Flaherty: I am conscious of time and I wish to raise the UCD Lyons Farm as well. On international students, then, is this as significant a factor as it is in other areas?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Education and Upskilling in the Agriculture Sector (8 Nov 2023)
Joe Flaherty: I am sorry to interrupt, but I am nearly out of time. I wish to ask about the UCD Lyons Farm. I always feel that witnesses probably go away from here thinking we regard ourselves as experts on everything, but my view is that the UCD Lyons Farm should be the blueprint for the future of agriculture. This should be as much about carbon minimisation as anything else. Will Professor Monahan...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Education and Upskilling in the Agriculture Sector (8 Nov 2023)
Joe Flaherty: How much does the cost of the plan amount to?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Education and Upskilling in the Agriculture Sector (8 Nov 2023)
Joe Flaherty: I seek only a one-word answer. In case Dr. Butler's former career guidance teacher is looking in, if she was not the head of education in Teagasc, what would she have been? What did she want Dr. Butler to be?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Concerns for Sourcing Winter Animal Feed in Shannon Callows Area: Discussion (8 Nov 2023)
Joe Flaherty: I thank the speakers for coming in. In the early days of this Government - I do not even think we had a Government at the time - we were in the throes of a flood in 2020 and it was probably one of the first big issues we dealt with. We were dealing with Covid-19 at the time so all of our engagements then were virtual. It is unfortunate it has not been advanced much since. With regard to...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Concerns for Sourcing Winter Animal Feed in Shannon Callows Area: Discussion (8 Nov 2023)
Joe Flaherty: Right.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Concerns for Sourcing Winter Animal Feed in Shannon Callows Area: Discussion (8 Nov 2023)
Joe Flaherty: I suppose it is significant. The Department briefing does not give an actual figure, but Mr. Silke reckons 14,000 ha between meadow and grazing land are affected in the Callows.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Concerns for Sourcing Winter Animal Feed in Shannon Callows Area: Discussion (8 Nov 2023)
Joe Flaherty: If I do a back of a fag packet calculation on the 7,000 ha of meadow and apply the 25 ha, which is very arbitrary, and not everybody is going to have 25 ha, that would even suggest 466 farms. Therefore, the figure of 230 really is probably well off the figure Mr. Silke has.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Concerns for Sourcing Winter Animal Feed in Shannon Callows Area: Discussion (8 Nov 2023)
Joe Flaherty: Would Mr. Silke have a fear at the fact that letters are going out next week to the 230 farmers? Would he have a fear this is just concentrated in the epicentre of the flooding and that people on the periphery, who have been traditionally flooded but not to the same extent, are going to be excluded? Would that be a genuine fear of Mr Silke's at this stage?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Concerns for Sourcing Winter Animal Feed in Shannon Callows Area: Discussion (8 Nov 2023)
Joe Flaherty: I suppose it does need to include everybody. If it is being done, it needs to be right. Otherwise, it will leave a lot of bitterness if people are left out. We will try to get some clarity on that. Mr. Ryan might expand on his point that he felt this was sacrificial or that there is that feeling among farmers. I appreciate it is psychologically very challenging if people are looking out...

Joe Flaherty: Is that Member a member of this committee?

Joe Flaherty: That is all right.
