Written Answers — Department of Employment Affairs and Social Protection: State Pensions (7 Nov 2023)

Cormac Devlin: 710. To ask the Minister for Employment Affairs and Social Protection if she is aware of an issue (details supplied); if she will ask her officials to review the situation; and if she will make a statement on the matter. [47430/23]

Electricity Costs (Emergency Measures) Domestic Accounts Bill 2023: Second Stage (25 Oct 2023)

Cormac Devlin: I welcome the opportunity to examine the Electricity Costs (Emergency Measures) Domestic Accounts Bill 2023. I am sure nearly all of us welcome this Bill. At the outset, I would like to note that it is disappointing that more proactive efforts have not been made to pressure utilities into passing on savings to consumers. Unfortunately, the Exchequer will now have to step in to support...

Joint Oireachtas Committee on Climate Action: Citizens Assembly Report on Biodiversity Loss: Discussion (Resumed) (24 Oct 2023)

Cormac Devlin: Go raibh maith agat. I welcome Mr. Owens and Mr. Judge and thank them for their attendance. Some of the questions I want to ask may have been touched on, so forgive me if that is the case. Some of my questions relate to the opening statement. How many staff are working in the climate unit in the Department and has that number been increased over the past few years?

Joint Oireachtas Committee on Climate Action: Citizens Assembly Report on Biodiversity Loss: Discussion (Resumed) (24 Oct 2023)

Cormac Devlin: There is a lot of multidepartmental work. Obviously, there are several strands and threads of climate running through all Departments now. What I am trying to establish is the growth of the unit in the five years since it was set up. When the unit was in its infancy, how many staff worked in it? Was it two or three?

Joint Oireachtas Committee on Climate Action: Citizens Assembly Report on Biodiversity Loss: Discussion (Resumed) (24 Oct 2023)

Cormac Devlin: Is it fair to say now that the focus and remit of the unit is more climate-oriented and that the staffing level has increased?

Joint Oireachtas Committee on Climate Action: Citizens Assembly Report on Biodiversity Loss: Discussion (Resumed) (24 Oct 2023)

Cormac Devlin: Mr. Owens spoke about the multilateral nature of much of the unit's work in his opening statement. I was struck by that because it could be argued that at European, international and regional level, climate has become quite the topic. Given the fact that we are about to see the publication of another much-needed biodiversity action plan, what engagement does the unit and the Department have...

Joint Oireachtas Committee on Climate Action: Citizens Assembly Report on Biodiversity Loss: Discussion (Resumed) (24 Oct 2023)

Cormac Devlin: Okay. I presume the Department is also going to the upcoming COP.

Joint Oireachtas Committee on Climate Action: Citizens Assembly Report on Biodiversity Loss: Discussion (Resumed) (24 Oct 2023)

Cormac Devlin: Very good. In light of the publication of the fourth biodiversity action plan, will Mr. Owens give his unit's perspective on the three previous iterations of the action plan, how we achieved, as regards the goals and targets that were set out? Linked with that, and following on from the earlier discussion, how does the unit measure the progress on biodiversity, especially around loss and...

Joint Oireachtas Committee on Climate Action: Citizens Assembly Report on Biodiversity Loss: Discussion (Resumed) (24 Oct 2023)

Cormac Devlin: This will be new then.

Joint Oireachtas Committee on Climate Action: Citizens Assembly Report on Biodiversity Loss: Discussion (Resumed) (24 Oct 2023)

Cormac Devlin: It is broad. We will look forward to engaging again in the next little while. It is important. I wish the witnesses luck with their work.

Joint Oireachtas Committee on Climate Action: Citizens Assembly Report on Biodiversity Loss: Discussion (Resumed) (24 Oct 2023)

Cormac Devlin: I want to come in on the issue of the green bonds. There is a lot of competition internationally with regard to the green bonds. Mr. Owens made reference in his statement to the multi-annual financial framework, which is the EU side of the house. With regard to the green bonds themselves, can Mr. Owens talk a little bit about the market that is available in other countries equally doing...

Joint Oireachtas Committee on Climate Action: Citizens Assembly Report on Biodiversity Loss: Discussion (Resumed) (24 Oct 2023)

Cormac Devlin: The Department might send on that note.

Capital Support for Sports Facilities: Statements (19 Oct 2023)

Cormac Devlin: Maybe I will continue the trend of listing out clubs. It is important we discuss the continued Government investment in sports facilities throughout Ireland. Before I do, however, I want to put on record my appreciation for the Irish rugby team and their efforts in the Rugby World Cup. Obviously, we all wish they had succeeded further and they do too but I thank, in particular, the...

Investment in Healthcare: Statements (19 Oct 2023)

Cormac Devlin: I welcome the opportunity to examine the Government’s investment in healthcare today. This debate needs to be framed in the context of the unprecedented increase in funding for the health service, going from €19 billion in 2019 to over €24 billion today. Inflation has caused massive challenges across society and this is no different for the health sector. The Minister,...

Public Accounts Committee: Children’s Health Ireland and National Paediatric Hospital Development Board: Discussion (19 Oct 2023)

Cormac Devlin: I thank the Cathaoirleach and Deputy Ó Cathasaigh. I appreciate it. I thank the witnesses for the update and the information provided. Mr. Gunning remains optimistic and has a positive outlook, given the history of the project and the issues with it. He said that 32% of the rooms were near completion or progress was being made-----

Public Accounts Committee: Children’s Health Ireland and National Paediatric Hospital Development Board: Discussion (19 Oct 2023)

Cormac Devlin: So there is substantial progress. The update Mr. Gunning provided shows much progress on various wards and rooms since members visited the site. That is good to see, if we are to take a silver lining from today. That said, and to take up the issue my colleagues raised, which I appreciate is a tricky conversation for the witnesses, there is a substantial number of outstanding claims. I...

Public Accounts Committee: Children’s Health Ireland and National Paediatric Hospital Development Board: Discussion (19 Oct 2023)
