Joint Oireachtas Committee on Education and Social Protection: 2014 Pre-Budget Submission: Department of Education and Skills (17 Jul 2013)

Mary Moran: I am not trying to suggest that.

Joint Oireachtas Committee on Education and Social Protection: 2014 Pre-Budget Submission: Department of Education and Skills (17 Jul 2013)

Mary Moran: Yes.

Joint Oireachtas Committee on Education and Social Protection: 2014 Pre-Budget Submission: Department of Education and Skills (17 Jul 2013)

Mary Moran: I know of newly qualified teachers who have been offered two or three hours in schools, only to find other substitutes are already there when they arrive. It is futile.

Joint Oireachtas Committee on Education and Social Protection: 2014 Pre-Budget Submission: Department of Education and Skills (17 Jul 2013)

Mary Moran: I have raised the issue with the Minister of the number of retired teachers taking over jobs, be it on a part-time basis, for a short time or for a long time. I do not see why schools have full autonomy when the Department pays all the salaries. I appreciate the Minister's work in the area, and when these teachers do take up posts their salaries are at the bottom of the scale, but when we...

Joint Oireachtas Committee on Education and Social Protection: 2014 Pre-Budget Submission: Department of Education and Skills (17 Jul 2013)

Mary Moran: I agree, and many retired teachers start a very successful new career, but it is wrong for retired teachers in receipt of a pension to return to the same school they left or a neighbouring school.

Seanad: Order of Business (17 Jul 2013)

Mary Moran: I support Senator Denis O'Donovan's call for a debate at the earliest opportunity in the new term on the issue of elder care and mental health services. The programme for Government pledged to take up the cause of people with mental health issues and to do all we could in this regard. It is only right and proper that we reflect on where we are and how best we can make progress. I join in...

Seanad: Protection of Life During Pregnancy Bill 2013: Second Stage (Resumed) (16 Jul 2013)

Mary Moran: I thank the Minister of State for attending. To take up the point raised by Senator Brian Ó Domhnaill, he asked about terminations, but the point is that it concerns early delivery. Some 22 years ago I had a child at 28 weeks who lived against the odds. Therefore, it does happen. This Bill is 21 years late. The current position is unclear and uncertain and the Bill will bring clarity...

Seanad: Order of Business (Resumed) (15 Jul 2013)

Mary Moran: I strongly concur with the sentiments expressed by Senator Mulcahy. I had not seen the press release before I came in. However, it is wrong to bandy about populist remarks like this, saying they will give the money to aid disability. We have all seen how the disability sector has suffered over the years - not just over the last two years, but also going back to 2008. We have seen...

Seanad: Order of Business (Resumed) (15 Jul 2013)

Mary Moran: Yes, I do. The press release came out with populist statements such as "At a time when families are making considerable sacrifices, I believe it is only right that the political system does the same". If it is only right, I ask TDs to take a reduction in their salaries to reflect that of Senators, and perhaps give up the many allowances they have. Going back to the issue of disability, it...

Seanad: Order of Business (Resumed) (15 Jul 2013)

Mary Moran: Perhaps that is why it did not come out.

Seanad: Parental Leave Bill 2013: Second Stage (10 Jul 2013)

Mary Moran: Hear, hear.

Seanad: Parental Leave Bill 2013: Second Stage (10 Jul 2013)

Mary Moran: I experienced difficulties in that regard. I commend the Bill, as it opens up possibilities and provides the House with an opportunity to debate the matter. I hope that we will have an opportunity to discuss it further on Committee Stage. It is important that both parents be present to bond with the child and that the father does not lose out. However, the issue of adoption has been...

Seanad: Parental Leave Bill 2013: Second Stage (10 Jul 2013)

Mary Moran: -----the adoptive leave does so without any entitlement to pay. It is subject to the employer. This situation should be addressed in the Bill. Paternity leave should be allowed in this context, as adoption is just as life-changing as having a biological child.

Seanad: Parental Leave Bill 2013: Second Stage (10 Jul 2013)

Mary Moran: Fathers and partners should be afforded the same time off to bond and care for adoptive children. Will the Acting Chairman indulge me for a moment on a further issue concerning the amount of money that a father would be paid while on paternity leave? Will the package mirror pay under maternity leave? If it poses a cost, many families would not be able to afford it.

Seanad: Parental Leave Bill 2013: Second Stage (10 Jul 2013)

Mary Moran: Same-sex couples are not afforded the same parental leave entitlements as heterosexual couples. I hope that we will consider the equal rights of parents, be they same-sex or heterosexual couples, on Committee Stage.

Seanad: Parental Leave Bill 2013: Second Stage (10 Jul 2013)

Mary Moran: I welcome the Minister of State, Deputy Lynch. I welcome the Bill tabled by Senator White and commend her for it. I broadly support the principles of the Bill, which I will speak about, and I will further delve into it as I would also like to discuss the area of adoption. As a mother of five children and a former school teacher I have real-world experience in the area of maternity leave....

Joint Oireachtas Committee on Education and Social Protection: Pre-Budget Consultation Process: Discussion with Minister for Social Protection (10 Jul 2013)

Mary Moran: I commend the Minister on the work done in announcing the JobsPlus scheme the other day. Senator Marie Louise O'Donnell asked about social welfare fraud. What is done to prevent fraud in Border counties? Have the rates come down in recent years? I know that it was a huge problem in Border towns. A constituent who had been participating in JobBridge and who, unfortunately, had not...

Seanad: Order of Business (9 Jul 2013)

Mary Moran: I echo the calls made earlier for the media publication of the Walsh report. I have raised this matter on a weekly basis for the past two years. I hope that the Minister will publish the report and urge him to do so before we break for summer recess. I congratulate an initiative spearheaded in County Louth by two Dundalk Institute of Technology research centres. It was named recently as...

Seanad: An Bille um an Dara Leasú is Tríocha ar an mBunreacht (Deireadh a Chur le Seanad Éireann) 2013: An Dara Céim (Atógáil) - Thirty-second Amendment of the Constitution (Abolition of Seanad Éireann) Bill 2013: Second Stage (Resumed) (3 Jul 2013)

Mary Moran: I thank the Minister of State for coming into the House. Along with many of my colleagues in both Houses, I have serious issues with this Bill. The waters have been muddied considerably by some of the facts and figures thrown about by those pushing forward this amendment to the Constitution. It has been said that the abolition of the Seanad would save €20 million, but this has been...

Mary Moran: I will conclude in a few minutes.
