- Joint Oireachtas Committee on Agriculture, Food and the Marine: Sea Fisheries Sustainability Impact Assessment: Minister for Agriculture, Food and the Marine (28 Nov 2017)
Marcella Corcoran Kennedy: I thank the Minister and his officials for coming in. I welcome the strong statement from the Minister in regard to his endeavours to achieve a fair and balanced package for the industry in his negotiations. The figures are very stark when we look at the potential impact on jobs, ports and all of the knock-on impacts. We need to be very aggressive in ensuring we can make the best case for...
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Sexual Harassment in the Arts and Culture Sector: Discussion (23 Nov 2017)
Marcella Corcoran Kennedy: I thank the witnesses who have come here this afternoon to engage with us. I am interested in the survey that was conducted by Irish Equity. How many people were invited to participate in the survey?
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Sexual Harassment in the Arts and Culture Sector: Discussion (23 Nov 2017)
Marcella Corcoran Kennedy: Would Irish Equity have invited 1,000 people to participate?
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Sexual Harassment in the Arts and Culture Sector: Discussion (23 Nov 2017)
Marcella Corcoran Kennedy: It produced very interesting results. I noticed a category of "others" in the survey. I wondered why people who do specific roles were not included such as, for example, those who hold technical roles, namely, technicians, rather than theatre producers. Why was a decision taken not to be more specific about that?
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Sexual Harassment in the Arts and Culture Sector: Discussion (23 Nov 2017)
Marcella Corcoran Kennedy: I wish to follow up on the point made by Ms O'Loughlin that Irish Equity represents only actors. Does she see scope to expand it to cover people other than just actors?
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Sexual Harassment in the Arts and Culture Sector: Discussion (23 Nov 2017)
Marcella Corcoran Kennedy: Ms O'Loughlin referred to a persistent offender. How would she define a persistent offender in the context of that individual's behaviour regarding other people in the workplace? How would one reach a point where one states that someone is a persistent offender.
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Sexual Harassment in the Arts and Culture Sector: Discussion (23 Nov 2017)
Marcella Corcoran Kennedy: Am I correct that it would be following on from an official investigation?
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Sexual Harassment in the Arts and Culture Sector: Discussion (23 Nov 2017)
Marcella Corcoran Kennedy: I thank Ms O'Loughlin. I have questions for the Arts Council. The council has pages on corporate governance with the various different policies. Can these be used as templates for arts organisation? In other words, can such organisations can download them and adapt them for their own use?
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Sexual Harassment in the Arts and Culture Sector: Discussion (23 Nov 2017)
Marcella Corcoran Kennedy: I welcome the proactive response of both the Arts Council and the Minister. Freelance workers are very vulnerable. I was trying to get my head around the distinction between employees and workers. Obviously, the employees of an organisation would have their staff handbooks in which all the grievance procedures would be outlined. Do our guests have any ideas on how one could extend that...
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Sexual Harassment in the Arts and Culture Sector: Discussion (23 Nov 2017)
Marcella Corcoran Kennedy: Is the witness suggesting that legislation is required to protect them specifically?
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Sexual Harassment in the Arts and Culture Sector: Discussion (23 Nov 2017)
Marcella Corcoran Kennedy: Yes. I know we are digressing from the topic but I wonder whether the arts community itself could play a greater role in ensuring that young people are not willing to work for nothing. If someone is making a funding application to put on a play or shoot a film, for example, the money he or she needs to do it should be factored in properly, rather than the Arts Council reasoning that if it...
- Joint Oireachtas Committee on Future of Mental Health Care: Funding and Budgeting of Mental Health Services: Health Service Executive (22 Nov 2017)
Marcella Corcoran Kennedy: I thank Ms O'Connor and her colleagues for coming in this afternoon. On a housekeeping matter, there have been some requests for follow-up information. I ask that they be sent to the secretariat which can then circulate them to all members of the committee. It might be easier than trying to identify specific answers for individuals.
- Joint Oireachtas Committee on Future of Mental Health Care: Funding and Budgeting of Mental Health Services: Health Service Executive (22 Nov 2017)
Marcella Corcoran Kennedy: The overall health budget is €14.6 billion. I understand €5.5 billion of that budget goes to section 38 and section 39 agencies. How much of the mental health budget goes to section 38 and section 39 agencies? Is that included in the figure for each CHO area? Does each CHO have a specific budget within its funding amount for the section 38 and section 39 agencies that are...
- Joint Oireachtas Committee on Future of Mental Health Care: Funding and Budgeting of Mental Health Services: Health Service Executive (22 Nov 2017)
Marcella Corcoran Kennedy: Are we not going to have the same rules or are there different rules?
- Joint Oireachtas Committee on Future of Mental Health Care: Funding and Budgeting of Mental Health Services: Health Service Executive (22 Nov 2017)
Marcella Corcoran Kennedy: Ms O'Connor mentioned that €77 million is allocated to the section 38 and section 39 agencies. Would she be able to provide a breakdown of where that is going and perhaps show us whether it has increased year on year over the past ten years or so? Can she distinguish between local and national level? Are they in that group of section 38 and section 39?
- Joint Oireachtas Committee on Future of Mental Health Care: Funding and Budgeting of Mental Health Services: Health Service Executive (22 Nov 2017)
Marcella Corcoran Kennedy: If Ms O'Connor could distinguish that, it would be great.
- Joint Oireachtas Committee on Future of Mental Health Care: Funding and Budgeting of Mental Health Services: Health Service Executive (22 Nov 2017)
Marcella Corcoran Kennedy: A breakdown of the amount over the period would also be good. It is a significant amount, almost three quarters of a billion, that is going out. If we add in the agency spend, we are up to quite significant money.
- Joint Oireachtas Committee on Future of Mental Health Care: Funding and Budgeting of Mental Health Services: Health Service Executive (22 Nov 2017)
Marcella Corcoran Kennedy: I hope the Chair will forgive me if I make another point. I am going a little bit off the finance side of it. We are frustrated at the delays in the recruitment but we can also appreciate the fact that one cannot just magic people up. I want to acknowledge the pressure existing staff are under. If we cannot recruit people, those who are there already are under huge pressure. It is...
- Rural Crime: Motion (21 Nov 2017)
Marcella Corcoran Kennedy: I am grateful for the opportunity to contribute to this important debate on a matter that is a priority for me, as, indeed, it is a priority for the Minister, Deputy Flanagan, and the Government. Under Topical Issues on 18 October in this House, I raised the spate of burglaries being carried out across the counties of Laois and Offaly. Since then, we have had the terrible crime perpetrated...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2017: Motion (21 Nov 2017)
Marcella Corcoran Kennedy: I welcome the Minister and his officials. I shall continue with the discussion on the Irish Harness Racing Association. There seems to be considerable opportunity to develop the sport. I support the calls for the Department to provide seed funding if at all possible. I know it is not easy for the Minister to provide everything that people want. I have witnessed a rise in the number of...
