Brexit and Business: Statements (7 Oct 2020)

Alan Dillon: I thank the Tánaiste for facilitating the debate and for his hard work over the past number of months, along with the Ministers of State, Deputies English and Troy, as we enter the final months of the transition period. I was impressed with the level of detail in the content of the Brexit readiness action plan published last month. It was clear from the document that the remaining...

Select Committee on Children and Youth Affairs: Estimates for Public Services 2020
Vote 40 - Children and Youth Affairs (Revised)
(6 Oct 2020)

Alan Dillon: I wish the Minister the best in his new role, as well as the officials in the Department. I want to focus on two areas. I mention the need for more funding for the youth work sector. I am looking under subhead B6, youth organisations and services. We see that there has been an additional investment of 2%, which to my mind is probably meaningless when one looks at the need for youth...

Winter Plan 2020: Statements (1 Oct 2020)

Alan Dillon: I thank the Minister for facilitating this debate. It is very encouraging to see that the winter plan has strongly accounted for building capacity and service continuity and ensuring pathways of care during the pandemic era. Public Accounts Committee: Special Report of the Comptroller and Auditor General on the Nursing Homes Support Scheme: Discussion (1 Oct 2020)

Alan Dillon: Good morning to everyone. I hope to focus on two points, specifically overall spend and the NTPF. I also echo Deputy MacSharry's acknowledgement of the ongoing efforts in the fight against Covid-19 and tremendous work that is being done. It must be appreciated by everyone. On the report, 33% of the entire fair deal budget for 2018 was given to HSE-funded nursing homes, which support...

Public Accounts Committee: Special Report of the Comptroller and Auditor General on the Nursing Homes Support Scheme: Discussion (1 Oct 2020)

Alan Dillon: There are concerns and findings with the NTPF's model for determining where the fees are set, as there are no internal written procedures or guidance for staff. Is this about funding for the most vulnerable to avail of specialist care or do we need to determine the practices and how the NTPF engages in this?

Public Accounts Committee: Special Report of the Comptroller and Auditor General on the Nursing Homes Support Scheme: Discussion (1 Oct 2020)

Alan Dillon: When means testing, the HSE looks at details of a person's income and assets and presents them with supporting documentation. Resident contributions to the cost of care are based on a maximum of 80% of their weekly income, or 7.5% of the value of their home, subject to a three-year cap. That could be changed to six years with new legislation coming in for farms and businesses.

Public Accounts Committee: Special Report of the Comptroller and Auditor General on the Nursing Homes Support Scheme: Discussion (1 Oct 2020)

Alan Dillon: Similarly to the medical care scheme, can the HSE ensure that the information being supplied is accurate in each of the locations assessing these applications, given the lack of a financial management system and how they are being reviewed?
