Gerry Horkan: The person making that complaint will then be expected to turn up in court and make a statement. That is a reasonably serious deterrent for many people who do not want to be caught giving information regarding their neighbours and other people of whom they are aware. There is no mechanism to disclose concerns about somebody anonymously.
