Pat Rabbitte: The administration of the Home Energy Saving Scheme is a matter for the Sustainable Energy Authority of Ireland (SEAI). SEAI advises that payment arrangements between householders and contractors are a matter for the parties concerned. It is the case that grants under the Scheme are only payable by SEAI on completion of the works in question.
