The structure was totally changed. I have come across consultants who, two years after they retired, are still inside the facility as a locum because no replacement has been identified or put in place.

Likewise, we bought the golf links hotel at Blarney, and as I understand an extra 50 beds will go in there. The question is when will those facilities be ready to take the step-down patients and can those two projects be fast-tracked....

Say, for argument's sake, a housing authority is dealing with an estate of 80 houses, which was something I saw recently. Colm Burke: I am saying to the Minister of State that there is an opportunity to deal with this matter while we are dealing with the Bill. Is it possible for the Department to engage with HIQA and see what additional change in the legislation is required in order to give it the power it wants to deal with individual complaints. That is basically what I am asking.

Colm Burke: Is it possible while we are dealing with the legislation to incorporate what the authority is looking for in a structured way? If we start over and seek to give additional powers to HIQA, it could be 12 months down the road before we do so. There may be an opportunity to deal with the matter at this stage.
