Seán Fleming: We are at 1 November here, the first paragraph of the report. The report itself was issued on 28 November, which clearly missed that deadline. We had the Mazars report on 17 December and it went to Cabinet before Christmas. I have heard that date was moved from 1 November to 1 February. It seems that the Department missed the 1 February date.

Why did we have a mad rush in the ten days before Christmas when we had this report and the Mazars report and the commissioning of the other report? Did it have to be concluded before Christmas? Mr. Barry is indicating there was plenty of space in the new year to do it.
