- Planning Matters. (11 Mar 2009)

In my own constituency of Dublin North East, the majority of planning decisions that end up with An Bord Pleanála go over the 18-week period. What extra measures can the Minister take to ensure that these planning applications are determined within the timeframe? I know he has appointed 35 more...

- Planning Issues. (11 Mar 2009)
Terence Flanagan: There are many examples of bad planning throughout the country, with many housing estates built without facilities being put in place. It is important the Minister ensures greater time and effort is put into the pre-planning decisions taken by councils. Last week, the Minister publicly acknowledged that loopholes existed whereby developers did not have to provide environmental impact...

- Housing (Miscellaneous Provisions) Bill 2008: Second Stage. (5 Mar 2009)
Terence Flanagan: I welcome the opportunity to speak on this Bill, which is long overdue. I welcome it but note it is deficient in many areas. Homelessness does not seem to feature prominently in the Bill and details regarding the delivery of much needed social housing are vague. During the course of my contribution I will outline some amendments which I request the Minister of State to take on board before...
- Housing (Miscellaneous Provisions) Bill 2008: Second Stage. (5 Mar 2009)
Terence Flanagan: In conclusion, housing is a right of everyone and the Housing (Miscellaneous Provisions) Bill includes innovative measures in respect of various schemes. However, it must prioritise homelessness. At present, there are massive social housing waiting lists of more than 56,000 people who are waiting to get a home from the Government, there are management companies which are unregulated at...
- Housing (Miscellaneous Provisions) Bill 2008: Second Stage. (5 Mar 2009)
Terence Flanagan: After ten years in office, the Government will leave behind many legacies. While the Minister of State has not been in office for all that time, one issue that will not be forgiven pertains to talking up the property market. More than 100,000 people now find themselves in negative equity and they will not forget. I look forward to debating the further Stages of the Bill.
- Requests to move Adjournment of Dáil under Standing Order 32 (5 Mar 2009)
Terence Flanagan: I seek the adjournment of the Dáil under Standing Order 32 to raise a matter of national importance, namely, the need for the Government to recognise the enormous work carried out by carers and to proceed with the national carer's strategy as soon as possible. The decision to abandon drafting that strategy is short-sighted and shameful.
