It is clear from his opening statement of almost half an hour and responses of more than 40 minutes that he is very involved in these matters and has a great grasp of his brief. It is very unusual to have a Minister in the House without officials seated behind him feeding him general stuff. Maybe the Minister of State's staff do not know he is here.
