- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Protection of Employees (Employers’ Insolvency) (Amendment) Bill 2024 (23 Oct 2024)
Louise O'Reilly: I thank Ms Breathnach for coming in today and providing that information this morning. I have a couple of questions. This is quite technical but in respect of the gaps identified and referenced in the submission and discussed in the many meetings of the interdepartmental group, is the Department satisfied they all will now be covered and the directive will be fully transposed in a way that...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Protection of Employees (Employers’ Insolvency) (Amendment) Bill 2024 (23 Oct 2024)
Louise O'Reilly: That goes towards my next question. Ms Breathnach referenced the need to make the scheme operational for workers. I know that work is not finished and I am not looking for a run-down on that. In engaging in the process, will it be the case that a worker will need legal representation or is it the intention that once it is done, it will be easy and accessible? Will it work through a...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Protection of Employees (Employers’ Insolvency) (Amendment) Bill 2024 (23 Oct 2024)
Louise O'Reilly: That is where my interest is, that is, whether they can do it without legal representation. Unfortunately and Ms Breathnach has seen this herself, where she or I might say that is handy enough, it is a form and we can log on and fly through it, I would not like to think any person might say to another - and we all know the incidents I am referring to - that they do not need to have legal...

- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Protection of Employees (Employers’ Insolvency) (Amendment) Bill 2024 (23 Oct 2024)
Louise O'Reilly: Anything to do with pensions - and I have one, as we all do - gets very complicated. To go in to that for a moment as that is where I envisage a person might need some kind of representation or someone to help them, pensions are very complicated and it is easy to see the money when you get it but the operation of pension schemes can be extremely complex. I have a small concern where a...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Protection of Employees (Employers’ Insolvency) (Amendment) Bill 2024 (23 Oct 2024)
Louise O'Reilly: That is excellent, I thank Ms Breathnach. Part 4 of the historical employer deemed insolvent application will go all the way back to 1983. How many cases does Ms Breathnach think apply? It is possibly unknowable.
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Protection of Employees (Employers’ Insolvency) (Amendment) Bill 2024 (23 Oct 2024)
Louise O'Reilly: I can appreciate that. In the event that there is an insolvency or deemed to be an insolvency and the employer is around but abroad, will it be necessary for the worker to make extensive efforts to contact them if they are in another jurisdiction? If they are simply not around, will this kick in?
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Protection of Employees (Employers’ Insolvency) (Amendment) Bill 2024 (23 Oct 2024)
Louise O'Reilly: In the event that it happened that the person simply walked away and went to another jurisdiction, that would simply kick in? They do not have to come back or make contact or anything like that, they can be deemed as absent? Those are all of my questions. I apologise, I have to go, I am attending an event in Buswells Hotel. I thank the witnesses.
- Affordable Housing: Motion [Private Members] (22 Oct 2024)
Louise O'Reilly: The Minister will be here until the end then.
- Affordable Housing: Motion [Private Members] (22 Oct 2024)
Louise O'Reilly: Last night, I talked to a young family in Lusk. They are a husband, wife and two kids. I know them and knew them when they lived in Swords. They were evicted from their property because their landlord was selling up. They are both working and have good jobs. They work damn hard. In any normal, functioning society, those people would, without question, be able to buy their own home....
- Written Answers — Department of Education and Skills: Home Schooling (22 Oct 2024)
Louise O'Reilly: 346. To ask the Minister for Education and Skills to examine the case of costs incurred for home schooling of a student (details supplied); the measures in place to ensure that children with disabilities receive appropriate education without financial burden; if she will investigate the reason this family was not informed of grant entitlements and consider retrospective reimbursement; the...
- Select Committee on Jobs, Enterprise and Innovation: Estimates for Public Services 2024
Vote 32 - Enterprise, Trade and Employment (Supplementary) (17 Oct 2024) Louise O'Reilly: I wish to add my own voice of sympathy to the Minister, Deputy Burke, who is not here. I thank the Minister of State, Deputy Higgins, for being here albeit under sad circumstances. I have a number of questions. I have not brought the Estimate with me but I should be able to do it from my notes. If I get a bit lost, bear with me. Regarding the funding under jobs and enterprise...
- Select Committee on Jobs, Enterprise and Innovation: Estimates for Public Services 2024
Vote 32 - Enterprise, Trade and Employment (Supplementary) (17 Oct 2024) Louise O'Reilly: I thank the Minister of State for that response. It is not just me but others, namely, business representative groups, have classed the ICOB grant as falling far short. They use the word "failure". They say this grant scheme will be another failure if it mirrors exactly the other model. In the discussions regarding this measure, was consideration given to making a significant contribution...
- Select Committee on Jobs, Enterprise and Innovation: Estimates for Public Services 2024
Vote 32 - Enterprise, Trade and Employment (Supplementary) (17 Oct 2024) Louise O'Reilly: Can I ask about the funding decreases for the jobs and enterprise development programme and the enterprise, innovation and commercialisation programme? My notes show decreases of 26% and 4%, respectively. Will the Minister of State account for these decreases? I know some of them will be because there is no ICOB scheme in the budget. Beyond that, is there a different or another reason for...

- Select Committee on Jobs, Enterprise and Innovation: Estimates for Public Services 2024
Vote 32 - Enterprise, Trade and Employment (Supplementary) (17 Oct 2024) Louise O'Reilly: There is an estimated 39% increase in spending on policy reviews, consultancy services and research. That seems like a fairly hefty increase. Will the Minister of State give us a flavour of what kind of work will be funded and why that work cannot be done in-house? She is here with her officials, all very capable, competent people, as we know. Why can that work not be done in-house? What...
