- Seanad: Symphysiotomy Payment Scheme: Statements (Resumed) (22 Feb 2017)
James Reilly: The Minister has outlined what symphysiotomy is and the differences between it and pubiotomy where a saw is used to cut through bone. One case was identified and can be shown to have occurred. Symphysiotomy involves cutting through the cartilage that joins the two bones and was a recognised procedure in the 1940s and 1950s. By the 1960s caesarean section had become a safer alternative. It...
- Seanad: Order of Business (21 Feb 2017)
James Reilly: Like my colleague, I welcome the reduction in the unemployment figures which have now fallen to 6.8%, having been as high as over 15% when the leader of the Opposition's party was in power. The good news is that the majority of new jobs are outside Dublin and that the regions are starting to feel the recovery. Employment has grown in all sectors of the economy, and what is interesting is...
- Seanad: Recent Education Announcements: Statements (21 Feb 2017)
James Reilly: I welcome the Minister and his action plan. I very much welcome the strong focus on the continued integration of children with special needs and from disadvantaged backgrounds. There are real problems in retaining such children in school. The school completion programme has played a critical role in achieving the goal of keeping children in school for as long as possible to avail of an...
- Seanad: Transport and Tourism: Statements (15 Feb 2017)
James Reilly: I welcome the Minister. I particularly welcome his comments on the metro, which is very important to us. However, we now have an opportunity for a more expeditious delivery time than the 2021 target, with money available from the European Investment Bank. I would like the Minister to make a plea at Cabinet for part of that funding to invest in metro. Metro is an ideal investment for the...
- Seanad: Hospital Waiting Lists: Motion (15 Feb 2017)
James Reilly: I welcome this debate. I listened from my office to what the Minister had to say and to the other contributions. As the Minister is on the record as saying, it is unacceptable that our citizens must wait such a long time to get treatment. There is a long waiting list in outpatients. It used to be referred to as the waiting list to get on the waiting list. For the first time the waiting...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Banded Hours Contract Bill 2016: Discussion (Resumed). (14 Feb 2017)
James Reilly: I apologise for not being here for the presentation by the Restaurants Association of Ireland. I want to debunk one issue that has been thrown in here which is that the reduced VAT is some sort of subsidy. It is not a subsidy. It was a very clear financial policy decision to encourage business in the hospitality sector and create jobs, which is exactly what it has done. It is not a...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Banded Hours Contract Bill 2016: Discussion (Resumed). (14 Feb 2017)
James Reilly: Like Senator Gavan, I apologise for not being here earlier. We were delayed due to votes in the Seanad but I have read the witnesses' submissions. I have asked every group that appeared before this committee who have concerns about this Bill the same question, which I will also ask of the witnesses. We have a problem in that some people are being abused. A figure of 48,000 employees was...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Banded Hours Contract Bill 2016: Discussion (Resumed). (14 Feb 2017)
James Reilly: For those who are abiding.

James Reilly: They can only work 20 hours.
- Seanad: Order of Business (9 Feb 2017)
James Reilly: Fianna Fáil hypocrisy.
- Seanad: Order of Business (9 Feb 2017)
James Reilly: I wish to respond to the leader of the Opposition's earlier comments, which are utter hypocrisy given the performance of her party's leader when he was Minister for Health. He poured billions into creating the HSE, with which we are now stuck and which is not performing.
- Seanad: Order of Business (9 Feb 2017)
James Reilly: That is fine. Nonetheless, I believe I have an entitlement to comment, just like any other Senator. I could say a lot of things about said party leader when he was Minister, including the large Travers report which was lost behind the back of a radiator, but I will not waste precious time on that. I stood here two days ago and pointed out that no part of the health service exists in...
- Seanad: Order of Business (9 Feb 2017)
James Reilly: Indeed, I did, but on the contrary, with very little money, we achieved quite a lot. Nonetheless-----

James Reilly: I may be, for which I apologise-----
- Seanad: Order of Business (9 Feb 2017)
James Reilly: -----but there is a solution to the problem which lies in having more day hospitals. One is particularly needed in Swords and Fingal to look after both older and younger people.
- Seanad: Order of Business (7 Feb 2017)
James Reilly: I would also like to comment on the waiting lists covered by the television programme. It has been an ongoing problem for many years. We want waiting times diminished for patients but it is not and never has been just an issue of resources. I wish to correct the record for the leader of Sinn Féin. During my tenure as Minister for Health, inpatient waiting lists came down to eight...
- Seanad: Health (Miscellaneous Provisions) Bill 2016: Committee and Remaining Stages (7 Feb 2017)
James Reilly: I wish to address two issues, the first being the point alluded to by Senators Swanick and Wilson. I thank the Senator for his kind comments. I support what the Senators are trying to achieve here. In addition to the consultant shortage and the difficulty in filling posts, a much broader issue is at play, namely, ageism.
- Seanad: Health (Miscellaneous Provisions) Bill 2016: Committee and Remaining Stages (7 Feb 2017)
James Reilly: I am not going to, but I will speak to the proposed amendment even though it has been ruled out on financial grounds, which I fully accept. However, I am not quite sure if a Bill of that nature could be ruled out on such grounds-----
- Seanad: Health (Miscellaneous Provisions) Bill 2016: Committee and Remaining Stages (7 Feb 2017)
James Reilly: If you will allow me to speak without interruption, I will finish quite expeditiously.
