David Norris: The Bill as it is phrased is fairly general in its introduction. It states: "An Act to provide for review of bog habitat." It does not specify raised bog, blanket bog or any other kind of bog. As I understand it, Senator Higgins's intention is to exclude blanket bogs and concentrate the impact of this Bill entirely on raised bogs. Am I correct in that?
