- Joint Oireachtas Committee on Agriculture, Food and the Marine: Strategic Priorities for Horse Racing Ireland: Discussion (15 Jun 2022)
Matt Carthy: It is interesting that Ms Eade cited the €10,000 prize for smaller owners and breeders but not some of the multiples of that given in some of the big race meets. To return to the subject of the horse and greyhound fund and any legislative change, does Ms Eade envisage horse racing and greyhound racing being separated in any legislative proposals?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Strategic Priorities for Horse Racing Ireland: Discussion (15 Jun 2022)
Matt Carthy: If we were moving to a point where there was legislation that was to lock in a multi-annual model, would Ms Eade suggest that the two strings be separated?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Strategic Priorities for Horse Racing Ireland: Discussion (15 Jun 2022)
Matt Carthy: Another important income stream into the sector is television and media rights. Broadly how much money came in to horse racing through that mechanism last year?

Matt Carthy: How much of it goes to HRI?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Strategic Priorities for Horse Racing Ireland: Discussion (15 Jun 2022)

- Joint Oireachtas Committee on Agriculture, Food and the Marine: Strategic Priorities for Horse Racing Ireland: Discussion (15 Jun 2022)
Matt Carthy: The HRI is the owner of five racecourses and has substantial shares in a sixth. Within the AIR, the HRI is an important voice, as well as being a distinctive voice in the negotiations.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Strategic Priorities for Horse Racing Ireland: Discussion (15 Jun 2022)
Matt Carthy: The HRI is sitting around the table when the AIR is deciding its position and works alongside the AIR to identify a negotiating platform collectively. Is that correct?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Strategic Priorities for Horse Racing Ireland: Discussion (15 Jun 2022)
Matt Carthy: The most recent of those would have amounted to €7 million.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Strategic Priorities for Horse Racing Ireland: Discussion (15 Jun 2022)
Matt Carthy: I have seen estimates that suggest the next package could be worth over €30 million. Is that possible?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Strategic Priorities for Horse Racing Ireland: Discussion (15 Jun 2022)
Matt Carthy: Let me put it this way to give Ms Eade a good opportunity. Does she believe HRI would be deserving of €30 million plus in its position?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Strategic Priorities for Horse Racing Ireland: Discussion (15 Jun 2022)
Matt Carthy: I would expect her to put a figure of €100 million on it to try to get as much as possible. I will move on. A number of racecourses have raised the issue of how the fixture charge applies. A charge per fixture rather than a percentage charge now applies under these arrangements. I ask the HRI to explain the position in relation to the charge.

Matt Carthy: It is not that sensitive because I have it here in front of me.

Matt Carthy: Okay. Is the payment the same for every event?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Strategic Priorities for Horse Racing Ireland: Discussion (15 Jun 2022)
Matt Carthy: Regardless of how much the package might be worth, each racecourse pays the same amount per event or it loses that from what it would have otherwise received.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Strategic Priorities for Horse Racing Ireland: Discussion (15 Jun 2022)
Matt Carthy: Regardless of whether this was paid or not, Mr. Morris is suggesting the racecourses would be receiving the same amount.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Strategic Priorities for Horse Racing Ireland: Discussion (15 Jun 2022)
Matt Carthy: Does Mr. Morris see any mechanism or possibility for the current arrangements to be amended in order to provide a fillip or additional support to some smaller racecourses to ensure their viability and perhaps even to raise their profile?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Strategic Priorities for Horse Racing Ireland: Discussion (15 Jun 2022)
Matt Carthy: I have two very brief questions. In respect of that issue, could Ms Eade indicate whether, regardless of the overall figure, HRI intends to look at it or perhaps to have an independent review carried out on the allocation of money for media rights?
