Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Climate Action and Low Carbon Development Bill 2013: Discussion (Resumed) (8 Jul 2013)

Gerald Nash: My first question relates to the farming and agrifood sector. Ireland is in unique circumstances in terms of the rate of emissions from the agricultural sector. Scotland is in a different situation, but there may be broad similarities between it and Ireland in some areas. From a political point of view, how did the Scottish Government manage to bring the farming community with it on this?...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Climate Action and Low Carbon Development Bill 2013: Discussion (Resumed) (8 Jul 2013)

Gerald Nash: Yesterday and today we have had detailed discussions on the structure of the expert advisory body. I am interested to hear more from the witnesses on this, specifically how they would like to see it evolve and be provided for in the legislation. How would they see it becoming more autonomous and independent of the Government? Who do they believe should sit on the expert advisory body?...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Climate Action and Low Carbon Development Bill 2013: Discussion (Resumed) (8 Jul 2013)

Gerald Nash: Independent of whom?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Climate Action and Low Carbon Development Bill 2013: Discussion (Resumed) (8 Jul 2013)

Gerald Nash: I note from the IFA submission that it is anxious to rectify the wrong of the 2009 EU effort-sharing decision. Will the association elaborate on that and how it can be addressed?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Climate Action and Low Carbon Development Bill 2013: Discussion (Resumed) (5 Jul 2013)

Gerald Nash: Our primary objective in embarking on this consultation process is to identify, from the insight of stakeholders and experts who have been active in this area for a long time, any deficiencies in the proposed legislation. Where do the delegates see the benefits from the Bill? What is positive about it from their perspective? We are in a progressive minority in Europe in embarking on this...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Climate Action and Low Carbon Development Bill 2013: Discussion (Resumed) (5 Jul 2013)

Gerald Nash: I thank Ms Murray for her presentation. Is Bird Watch Ireland seeking to have bio-diversity plans and so on explicitly referenced in the Bill?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Climate Action and Low Carbon Development Bill 2013: Discussion (Resumed) (5 Jul 2013)

Gerald Nash: I refer to bio-diversity plans, the habitats directive, primary legislation relating to habitats protection, including peat bogs and so on, and the whole range of policy areas governed by specific legislation. There may well be a need to include a reference to climate change legislation and to amend those plans and that legislation. Does Ms Murray understand what I am driving at?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Climate Action and Low Carbon Development Bill 2013: Discussion (Resumed) (5 Jul 2013)

Gerald Nash: I may not be articulating it very well. A whole range of legislation may need to be amended in order to give effect to what we all want to see new climate change legislation reflect. It is another way to do that.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Climate Action and Low Carbon Development Bill 2013: Discussion (Resumed) (5 Jul 2013)

Gerald Nash: I wish to tease out a little the reference to the expert advisory group. The witness stated that it should publish annual reports without ministerial consent and have the independence and autonomy to do so. I understand where the witnesses are coming from in that regard. Who should be permitted to sit on and operate within the expert advisory group? Will the witnesses elaborate on how it...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Climate Action and Low Carbon Development Bill 2013: Discussion (Resumed) (5 Jul 2013)

Gerald Nash: I accept and understand that Mr. Linehan is not a constitutional lawyer, but he is obviously clear in his own view that he would like to see the Attorney General publish her advice on her consideration of the drafting of this legislation. Does Mr. Linehan think that the Attorney General should publish all advice on legislation under the consideration of her office? What ramifications does...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Climate Action and Low Carbon Development Bill 2013: Discussion (Resumed) (5 Jul 2013)

Gerald Nash: Will Mr. D'Arcy expand on what he said earlier in respect of unilateral targets? He stated that corporate Ireland would be better placed if there was an overarching national vision on climate change. The latter is what we are trying to address in the context of the proposed legislation. Would corporate Ireland benefit from and would jobs be created as a result of that vision being wedded...

Written Answers — Department of Justice and Equality: Garda Vetting Applications (4 Jul 2013)

Gerald Nash: 204. To ask the Minister for Justice and Equality when a decision will be made on an application for Garda vetting in respect of a person (details supplied) in County Louth; and if he will make a statement on the matter. [32675/13]

Select Committee on Foreign Affairs and Trade: Vote 28 - Department of Foreign Affairs and Trade (Revised) (3 Jul 2013)

Gerald Nash: I note that under subhead C3, North-South and Anglo-Irish co-operation, there is a small increase on 2012 of €45,000 provided for. We all agree that it is important to focus our attention on continuing to build on our understanding and the reconciliation projects and programmes associated with the marginalised loyalist community in the North. Is the Tánaiste in a position to...

Select Committee on Foreign Affairs and Trade: Vote 28 - Department of Foreign Affairs and Trade (Revised) (3 Jul 2013)

Gerald Nash: On consular services, the decision was made last year to close some embassies, and cost was clearly a factor in that decision. Is the Department on track to secure the savings anticipated when that decision was taken? I have similar concerns to those expressed by Deputy Mitchell in regard to the 18% of passport applications that are not completed within the ten day period. When people...

Topical Issue Debate: Fisheries Protection (3 Jul 2013)

Gerald Nash: The Minister of State has met anglers on Saturday mornings.

Topical Issue Debate: Fisheries Protection (3 Jul 2013)

Gerald Nash: I wish to be clear as well about what I said. I did not say that fishing on the River Boyne had ceased; I said that the objective evidence from what I have seen and heard from local fishermen in many respects indicates that fishing on the River Boyne has all but ceased in recent years. The level of activity is certainly not the same as it used to be. That is understandable given the...

Topical Issue Debate: Fisheries Protection (3 Jul 2013)

Gerald Nash: As the Minister of State, Deputy O'Dowd, knows only too well since September 2006, angling on the River Boyne has all but ceased with the exception of some sea trout fishing by a small number of anglers in mid-summer. This is a sad development for those who traditionally fished on the River Boyne and the many young people who wish to engage in salmon fishing and experience what angling has...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Climate Action and Low Carbon Development Bill 2013: Discussion (2 Jul 2013)

Gerald Nash: On a related point, Dr. Ó Gallachóir might clarify Ireland's inability to meet the targets under current circumstances. I assume what he is saying is that we have less chance of meeting those targets in the absence of legislation and that at least when the legislation and the sectoral roadmaps are introduced, we will have a better chance of meeting them? Can he clarify that?

Death of Former Member: Expressions of Sympathy (2 Jul 2013)

Gerald Nash: As a Deputy for Louth, I very much welcome the opportunity to share the tributes made to a very decorated predecessor in my county, the late Pádraig Faulkner. His family, his party – Fianna Fáil - his village of Dunleer, and the county of which he was immensely proud, can be immensely proud of his achievements, his integrity and his record of selfless public service. The...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Climate Action and Low Carbon Development Bill 2013: Discussion (2 Jul 2013)

Gerald Nash: I apologise for missing Dr. Ó Gallachóir's opening statement. He may well have addressed some of the points to which I am going to refer. I draw his attention to recommendation No. 5 which states, "As we enter negotiations regarding Ireland’s contribution to 2030 and 2050 EU targets for energy efficiency, renewable energy and climate mitigation, this modelling tool [I...
