Public Accounts Committee: 2021 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 13 - Office of Public Works
Chapter 8 - Contract payments in respect of Convention Centre Dublin
(15 Dec 2022)

Catherine Murphy: To go back to the convention centre, there were dividends to shareholders of €40 million between 2020 and 2021. Bonuses were paid, although I am not sure if that was to all eight or only some of the directors. Presumably the witnesses were aware of the impairment in the 2021 statements in relation to the PPP contract. What will their approach be when looking at the dividends and the...

Catherine Murphy: Is that something that is part of the consideration?

Chapter 8 - Contract payments in respect of Convention Centre Dublin
(15 Dec 2022)

Catherine Murphy: The OPW has taken a view, the company has taken a view and then the Department has taken a view. Is the Department's view an undermining of the OPW's?

Public Accounts Committee: 2021 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 13 - Office of Public Works
Chapter 8 - Contract payments in respect of Convention Centre Dublin
(15 Dec 2022)

Catherine Murphy: Will the OPW's view be coloured by the Department's view?

Vote 13 - Office of Public Works
Chapter 8 - Contract payments in respect of Convention Centre Dublin
(15 Dec 2022)

Catherine Murphy: I just get the impression - it is not just the OPW - that if this related to somebody who made an error with overpayment of a social welfare payment, there would be an entirely different culture in dealing with that than there is when dealing with forceful entities that have legal people to advise them. There is a different culture with that treatment.

(15 Dec 2022)

Catherine Murphy: Does the OPW err on the side of caution when considering the risk of being challenged, for example?

Public Accounts Committee: Business of Committee (15 Dec 2022)

Catherine Murphy: This dates from 24 November and I refer to point 10. I ask to be kept informed on this matter. Am I looking at the same one? No, I am not looking at the same piece of correspondence.

Public Accounts Committee: Business of Committee (15 Dec 2022)

Catherine Murphy: I will refer very briefly to point 10 in that correspondence, as I would like the committee to be kept informed. One issue that arose during the year was the number of funded posts and the level of recruitment that happened against that. It fell considerably short of the number of posts which were funded. Point 10 is a case in point and is one which I raised with the HSE. This had to do...

Public Accounts Committee: Business of Committee (15 Dec 2022)

Catherine Murphy: I have specific point to make before I comment on a similar point to the one the Chair has raised. The Olympic ticketing issue seems like a small one for the commission of investigation to investigate. I suggest that we ask for a full schedule of that, because I would like to look at it in slightly more detail. On the question of how we do business in this country, other jurisdictions...

Public Accounts Committee: Business of Committee (15 Dec 2022)

Catherine Murphy: We could say that there is a desire on behalf of the Committee of Public Accounts for a collective approach to be taken and for some lessons to be learned from this.

Public Accounts Committee: Business of Committee (15 Dec 2022)

Catherine Murphy: We have to remember that quite a sizeable amount of money has been spent on facilities there in advance of the hospital breaking ground. We were also told that we need to learn lessons from previous or current developments, but we have only been looking at the national children's hospital. It would be very difficult to learn lessons from that because I do not know how long it will be before...

Public Accounts Committee: Business of Committee (15 Dec 2022)

Catherine Murphy: Yes, perhaps we should hold it over.

Public Accounts Committee: Business of Committee (15 Dec 2022)

Catherine Murphy: I will leave it to Deputy Carthy first.

Public Accounts Committee: Business of Committee (15 Dec 2022)

Catherine Murphy: Has the Charities Regulator been contacted already?

Public Accounts Committee: Business of Committee (15 Dec 2022)

Catherine Murphy: In actual fact, it is heavily advertised. It is possibly a spin-off from the toy show, but it is in the convention centre. I want to see innovation from RTÉ, and it is a departure, which I hope is successful. I think there was a spin-off in regard to Riverdance as well, but it would be quite useful to see this in terms of the prospect of income from it, so we might just ask RTÉ.
