Seanad: Intoxicating Liquor Bill 2008: Committee Stage (10 Jul 2008)

John Paul Phelan: On a point of order, who is entitled to move amendments? I understood that under the Standing Orders on Committee Stage any Senator can move an amendment and that only on Report Stage must the Senators whose names are attached to amendments be present.

Seanad: Intoxicating Liquor Bill 2008: Second Stage (Resumed) (9 Jul 2008)

John Paul Phelan: I welcome the Minister of State, Deputy John Moloney, and his officials to the House. I concur with many of the previous speakers. Although I missed much of the debate, I listened to the last few minutes in which a great deal of sense was spoken. One of Senator Coffey's concluding remarks made mention of advertising and alcopops. I understand proposals are in gestation at present to...

Seanad: Dublin Transport Authority Bill 2008 [Seanad Bill amended by Dáil]: Report and Final Stages (9 Jul 2008)

John Paul Phelan: I am not sure if my question relates to this area. Integrated ticketing is an old chestnut. Will the Minister outline the current position in that regard? What position will the DTA take on the implementation of integrated ticketing? We have not seen much progress in that area but it is one of concern to public transport users like myself.

Seanad: Dublin Transport Authority Bill 2008 [Seanad Bill amended by Dáil]: Report and Final Stages (9 Jul 2008)

John Paul Phelan: I thank the Minister and his officials for coming to the House and thank him for his straightforward answers. I did not get the opportunity to mention Deputy Séamus Brennan earlier, but I always found him a straightforward man to deal with when responding to questions. It is nice that his legacy is being carried on by this Minister.

Seanad: Dublin Transport Authority Bill 2008 [Seanad Bill amended by Dáil]: Report and Final Stages (9 Jul 2008)

John Paul Phelan: One year before my birth.

Seanad: Intoxicating Liquor Bill 2008: Second Stage (Resumed) (9 Jul 2008)

John Paul Phelan: Hear, hear.

Seanad: Dublin Transport Authority Bill 2008 [Seanad Bill amended by Dáil]: Report and Final Stages (9 Jul 2008)

John Paul Phelan: I hope the Leas-Chathaoirleach will guide me in respect of the matters under discussion. I wish to make a number of points in respect of these amendments, which relate to the advisory council and the board. My colleague, Senator Donohoe, who tabled a number of amendments on Committee and Report Stages in respect of the membership of the advisory council and the board, is not available. One...

Seanad: Dublin Transport Authority Bill 2008 [Seanad Bill amended by Dáil]: Report and Final Stages (9 Jul 2008)

John Paul Phelan: I wish to ask the Minister about how public funds used to subsidise non-profitable public transport routes will be guaranteed into the future, an issue raised in both Houses. A vital aspect of public transport is that the Government funds routes which are not economically viable but on which we want a public transport option. There is a concern that subsidies given to some of our public...

Seanad: Economic Policy: Statements (Resumed) (9 Jul 2008)

John Paul Phelan: I welcome the Minister of State, Deputy Mansergh. I also welcome the opportunity to contribute to the debate on the economy. I wish to make a number of points in respect of this debate. I did not hear the start of the debate but heard a number of the contributions. It is interesting that so few from the Government side contributed to this debate and to yesterday's debate on housing. That...

Seanad: Order of Business (9 Jul 2008)

John Paul Phelan: I join with previous speakers in raising questions about yesterday's Government announcement with regard to cutbacks. At first glance, when considering where the proposed savings of €440 million are to come from, the figures do not appear to add up. Moreover, a 3% payroll cut in all Departments, except Health and Children and Education and Science, does not add up to the figure announced...

Seanad: Order of Business (9 Jul 2008)

John Paul Phelan: Hear, hear.

Seanad: Order of Business (9 Jul 2008)

John Paul Phelan: There is a crisis in the whole country.

Seanad: Housing Market: Statements (8 Jul 2008)

John Paul Phelan: I thank Senator O'Reilly for sharing his time. I do not wish to repeat what has been said by several speakers but there are a couple of issues I will mention. I welcome the opportunity to have a debate, which I have sought for approximately three months. It is fitting for us to have it before the Houses rise for the summer. I agree wholeheartedly with the comments of Senator Ó Domhnaill...

Seanad: Chemicals Bill 2008: Second Stage (3 Jul 2008)

John Paul Phelan: The Terry Leyden clause.

Seanad: Chemicals Bill 2008: Committee and Remaining Stages (3 Jul 2008)

John Paul Phelan: I thank the Minister of State and his officials for the passage of this Bill. It was straightforward and it is progressive legislation. I hope it achieves the objectives set out in the debate.

Seanad: Nursing Homes Repayment Scheme (3 Jul 2008)

John Paul Phelan: While I welcome the Minister of State, Deputy Haughey, who is an able Deputy, I wish to put on record my disappointment that while three matters are being raised on the Adjournment, only one concerns education, which is the responsibility of the Minister of State. The other two matters do not concern education. This is a disrespect to the Members who raise these matters. There are at least...

Seanad: Nursing Homes Repayment Scheme (3 Jul 2008)

John Paul Phelan: This is why I would have liked a Minister from the Department of Health and Children to attend. More questions are raised by the reply than I raised in the first place. The final sentence outlines my position. The scheme administrator rejected the claim "on the basis that the patient resided in an institution outside the parameters of the scheme". Clearly, she did. The health board did...

Seanad: Chemicals Bill 2008: Second Stage (3 Jul 2008)

John Paul Phelan: I welcome the Minister of State and his officials. I will also adopt a consensual approach to the Chemicals Bill. Fine Gael has no objection to taking all Stages of the Bill today. The Minister of State outlined in detail the effects of different sections. The Bill relates to a number of directives that have been transposed into Irish law, principally the REACH directive to which he...

John Paul Phelan: We all know what Commissioner McCreevy said about Lisbon.
