Seán Sherlock: My time is limited. I do not want to be ambiguous, I want clear answers. Mr. Smyth is saying that if the Children First and mandatory reporting guidelines are not being adhered to by the staff on the ground in the facility, if they are not compliant, then Tusla has no way of knowing what is going on outside of the inspections that it carries out. Is that correct? Please answer "Yes" or "No".
