Josepha Madigan: We are splitting hairs on this. Much of this drafting is from the Parliamentary Counsel. When one is getting into legislation, each word can be interpreted in different ways. We have endeavoured to strike a balance in all these clauses and sections.

Josepha Madigan: I have said that what I believe the Deputy is looking for is already provided for at line 17 on page 9. I believe that is what the Deputy is addressing and that is already provided for. I think what he is looking for is superfluous to that.
