John McGuinness: The process is such that the joint committee must complete its scrutiny report. That has to be done first and foremost. We have two draft reports, if we want to call them that, and the amendments. We have a meeting on Thursday morning. We can proceed with our consideration at that meeting because the Bill cannot go to the select committee until the scrutiny report has been completed.
