Patrick O'Donovan: Tá obair ar an mBille seo idir lámha faoi láthair d’fhonn é a fhoilsiú chomh luath in Éirinn agus is féidir, ag cur san áireamh go bhfuil na moltaí a rinne Coiste na Gaeilge, na Gaeltachta agus Phobal Labhartha na Gaeilge i dtaobh an Bhille á mbreithniú ag oifigigh mo Roinne. Agus an obair sin a bheith curtha i gcrích, beifear...

Written Answers — Department of Public Expenditure and Reform: Housing Provision (5 Dec 2023)

Patrick O'Donovan: In 2022, the OPW was asked by Government to develop a pilot programme of an initial 500 rapid build homes on behalf of the Department of Children, Equality, Disability, Integration and Youth (DCEDIY). That number was subsequently increased to 700 late last year. The Department of Housing, Local Government and Heritage (DHLGH) was asked to assist in identifying sites that might be suitable...

Written Answers — Department of Public Expenditure and Reform: Office of Public Works (5 Dec 2023)

Patrick O'Donovan: OPW does not employ Heating and Ventilating Engineers, however does employ Mechanical and Electrical Engineers. The number of M&E Engineers that may be employed in 2024 will depend on a range of factors, including turnover in the relevant grades, the available budget for recruitment and progress with the delivery of the projects and programmes that these grades are involved in. ...

Written Answers — Department of Public Expenditure and Reform: Office of Public Works (5 Dec 2023)

Patrick O'Donovan: The following schedule identifies OPW-owned properties and lands in Wicklow. Many properties are Garda stations with or without associated accommodation which are actively in use or not yet deemed surplus to the requirements of An Garda Siochana, with the exception of the former Garda station in Hollywood. Kilmacurragh House and Arboretum are part-owned by the Commissioners of Public Works...

Patrick O'Donovan: To deliver the proposed measures set out in the Flood Risk Management Plans for County Louth, Louth County Council, working with the Office of Public Works (OPW), has agreed to be the Lead Authority in the delivery of flood relief schemes at Dundalk/Blackrock South, Drogheda, Carlingford/Greenore, Baltray and Ardee, all of which are in the first tranche of projects being progressed. The...

Patrick O'Donovan: Ar 28 Meitheamh 2023, d'fhógair mé go raibh conradh bronnta ar an gcomhlacht, Barr Feabhais Teo., chun athbhreithniú a dhéanamh ar an gcéad 10 bplean teanga a ceadaíodh faoi réir Acht na Gaeltachta 2012. Patrick O'Donovan: The Department of Housing, Local Government and Heritage recently reached agreement to purchase the Dowth Hall Demesne in Co. Meath. This 552 acre site contains valuable elements of natural, archaeological and architectural heritage and will be managed by the National Parks and Wildlife Service (NPWS) in collaboration with the National Monuments Service (NMS) and the Office of Public Works...

Written Answers — Department of Public Expenditure and Reform: State Properties (29 Nov 2023)

Patrick O'Donovan: The Office of Public Works (OPW) continues to engage with the private landowners at Castletown Estate with a view to either purchasing all or a portion of the lands under consideration at an acceptable cost or to agree a means for the public to pass over and park on the privately owned lands. Through the Chief State Solicitors Office, the OPW issued correspondence to the private landowners on...

Written Answers — Department of Public Expenditure and Reform: Coastal Protection (29 Nov 2023)

Patrick O'Donovan: Erosion of the sand dunes at Rossbeigh is particularly evident from 2001 onwards. This erosion impacted both the width and volume of the sand dunes, particularly in the northern extent, culminating in a breach of the sand dunes in December 2008. Both the accelerated erosion from 2001 onwards, and the breach itself in 2008 can be linked to a spike in the frequency and duration of storm events...

Ceisteanna Eile - Other Questions: Flood Risk Management (28 Nov 2023)

Patrick O'Donovan: I propose to take Questions Nos. 37, 39 and 56 together. As Deputy Stanton is aware, Cork County Council is leading the design of the Midleton flood relief scheme and, in 2017, appointed engineering and environmental consultants. The process follows a number of stages from feasibility through design, planning, detailed design and construction. It is important that the work be done...

Ceisteanna Eile - Other Questions: Flood Risk Management (28 Nov 2023)

Patrick O'Donovan: The last point is exactly the reason I asked Galway City Council, the steering group and the Office of Public Works to engage in the first instance with Deputies and public representatives to dispel misinformation, of which we heard a lot in this House earlier in a different arena. The Deputy is right about bringing the public with us. Other public infrastructure from Galway city towards...

Ceisteanna Eile - Other Questions: Flood Risk Management (28 Nov 2023)

Patrick O'Donovan: I thank both Deputies and I know they have both raised this with me previously. I know they both have a keen interest in it, as do the other Deputies in the city. Deputy Farrell is right, the devastation was catastrophic. It blew a wall out in front of Oranmore railway station. It made smithereens of it. Really, it is amazing there was no loss of life and were it not for the fact a shop...

Ceisteanna Eile - Other Questions: Flood Risk Management (28 Nov 2023)

Patrick O'Donovan: I propose to take Questions Nos. 32, 42 and 61 together. I saw at first hand when I visited County Galway recently, following the flooding caused by Storm Debi, the devastation and impact it has had. The Government has assessed the risk to those communities from the most significant flood events. CFRAM, Ireland’s largest study of flood risk, was completed by the OPW in 2018. An...

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Flood Risk Management (28 Nov 2023)

Patrick O'Donovan: The progression of measures to mitigate flood risk in the Shannon River basin is a key priority for the Government. Currently, there are 13 completed flood relief schemes schemes in the Shannon River basin and these schemes are already providing protection to more than 2,600 properties. A further 36 schemes will be delivered as part of the Government’s €1.3 billion investment...

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Flood Risk Management (28 Nov 2023)

Patrick O'Donovan: The preparation of legislation to improve the management of flood risk on the River Shannon is a priority. The management of flood risk on the river is closely intertwined with other uses of the river such as, as I already mentioned, navigation and dam safety managed by Waterways Ireland and the ESB, neither of which fall under the remit of the Office of Public Works. The OPW has conducted...

Patrick O'Donovan: There are MEPs from all parties and none.

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Flood Risk Management (28 Nov 2023)

Patrick O'Donovan: Their email addresses are freely available.

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Flood Risk Management (28 Nov 2023)

Patrick O'Donovan: Will the Deputy let me answer? If the Deputy wants to find out what MEPs are doing, as the Ceann Comhairle suggested, she is as capable as I am of sending them an email.

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Flood Risk Management (28 Nov 2023)

Patrick O'Donovan: The question that was asked does not mention MEPs from Fine Gael, Fianna Fáil or any other party.

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Flood Risk Management (28 Nov 2023)

Patrick O'Donovan: I am trying to answer the question the Deputy asked. With regard to the question the Deputy asked about the legislation, this is a complicated issue. One of the bodies, Waterways Ireland, which has responsibility for navigation, is a cross-Border body set up under the Good Friday Agreement. Its powers derive from the OPW, which previously had responsibility for the Shannon River.
