Martin Mansergh: Under a scheme introduced in 2009, the OPW wrote to all Local Authorities seeking prioritised applications for funding for localised minor flood mitigation works that the Authorities propose to undertake. If Kilkenny County Council submits an application in relation to works that meet the economic and environmental eligibility criteria of this scheme, it will be considered along with any...

Written Answers — Flood Relief: Flood Relief (10 Mar 2010)

Martin Mansergh: The Office of Public Works is implementing a programme of Catchment Flood Risk Assessment and Management (CFRAM) studies based on river catchment areas. These studies make co-ordinated, integrated assessments of all the significant flood risk factors. The results of the studies will be used to formulate long-term plans for addressing the key flood risks identified for each catchment area....

Flood Relief. (10 Mar 2010)

Martin Mansergh: The Office of Public Works is the lead agency for flood risk management in Ireland. In carrying out its role, the OPW undertakes a number of work programmes where its responsibilities are delivered directly through its own resources and in some instances in conjunction with other agencies such as local authorities. The key elements of these programmes are: major capital flood defence...

Martin Mansergh: Reduce.

Flood Relief. (10 Mar 2010)

Martin Mansergh: A flood in Newcastle West was a 700 year event but work is being done at that location. Obviously, flood defence works cannot provide absolute guarantees against all eventualities. I refer to a situation in the UK in a place called Cockermouth which had one in 100 defences in place. As I understand it, 12 inches of rain fell in eight hours and those defences were overrun. We should bear...

Flood Relief. (10 Mar 2010)

Martin Mansergh: The Office of Public Works is not responsible for water management. We have a co-ordinating and a lead agency role in respect of flood protection and defence. We must work with other agencies. The floods directive will be transposed into law and my senior colleague will take a final look at the matter this week. Other agencies will be required to co-ordinate with the Office of Public...

Flood Relief. (10 Mar 2010)

Martin Mansergh: We must work with other agencies. As far as the community welfare officer scheme is concerned there may be different experiences throughout the country. I do not have direct responsibility for that; it is the bailiwick of the Minister for Social and Family Affairs. However, it works extraordinarily well in Clonmel and this was the case on two occasions last year as well.

Flood Relief. (10 Mar 2010)

Martin Mansergh: I refer to insurance cover. Insurance companies are influenced by where flood defence schemes or even minor measures are being carried out. For example, I have been informed that in the case of Ballinasloe if certain simple things are done, insurance would be resumed. When the scheme is complete in Clonmel insurance will be provided, which has not been the case for several years. Deputy...

Written Answers — Departmental Agencies: Departmental Agencies (9 Mar 2010)

Martin Mansergh: Given the Government moratorium on filling vacancies and the restriction on numbers generally, the Office of Public Works is not currently in a position to fill vacant posts. The office is, at present, in the process of re-engaging seasonal guides who worked at our heritage sites during the 2008 and 2009 seasons. In the event of other seasonal vacancies arising, we will be advertising locally.

Written Answers — Flood Relief: Flood Relief (9 Mar 2010)

Martin Mansergh: The draft Flood Risk Assessment and Management Plan for the River Lee sets out the blueprint for addressing flood risk in the catchment, including the Owenboy sub-catchment in which Ballinhassig is located. The draft plan, which is currently undergoing public consultation, recommends a flood warning system rather than flood alleviation works for the Owenboy area. In line with this...

Written Answers — State Properties: State Properties (9 Mar 2010)

Martin Mansergh: The provision of the railings, that separate the car park on the Kildare Street side of Leinster House from the National Museum and the National Library, is security-related, and is a matter for the Houses of the Oireachtas Commission in the first instance. The Commission has not requested the Office of Public Works to review the matter.

Martin Mansergh: The Department of Arts Sports and Tourism requested the Commissioners of Public Works to identify a suitable storage facility for the National Museum's collections. In accordance with procedures, eight potential buildings were identified and the National Museum deemed the premises selected as the best fit for their requirements. As funding for the acquisition of such a facility was limited,...

Written Answers — Flood Relief: Flood Relief (3 Mar 2010)

Martin Mansergh: I propose to take Questions Nos. 141 and 142 together. The National Parks and Wildlife Service (NPWS) of the Department of the Environment, Heritage and Local Government has recently responded to the proposals of the Office of Public Works for flood mitigation works at Hollymount and Roundfort. The NPWS response, which expresses concern in relation to environmental impacts of elements of the...

Martin Mansergh: The National Conference Centre (NCC) was procured by means of a Public Private Partnership (PPP). The Consortium awarded the contract is required to design, build, finance the NCC and to operate and maintain it for a period of 25 years, after which the facility will revert to the State. In return, once the construction of the Centre is complete and it is open for business, the State will pay...

Martin Mansergh: There are currently no restoration projects ongoing in the Connaught/Ulster area, as specified by the Deputy's office. Office of Public Works (OPW) National Monuments Section does have a number of conservation projects currently taking place, but this work is being carried out by the OPW District workforces and not external contractors.
