Pat Gallagher: That is only my view. There is wide scope. It is the Minister who, because of the amendments, has been responsible for the recommittal. Deputy Troy had to recommit. Amendment No. 4 happened to be his but there are many more amendments in the names of other Deputies, including the Minister.
