- Seanad: Order of Business (20 Dec 2012)
Rónán Mullen: We have lost our way with some of the rules of debate here and it needs to be addressed early in the new year. We are at risk of tieing ourselves up in knots and bringing the Seanad into disrepute. It shows a lack of clear thinking on our part if we close down every debate simply because we think a Member will say something disobliging about somebody else. That is not the test.
- Seanad: Order of Business (20 Dec 2012)
Rónán Mullen: I may well be but it is an important point. I wanted to bring it to the Cathaoirleach's attention in particular because he will play a significant role in any possible determination of this matter.
- Seanad: Order of Business (20 Dec 2012)
Rónán Mullen: This is a matter that should not only be discussed at the CPP.
- Seanad: Order of Business (20 Dec 2012)
Rónán Mullen: We should be clearer on this issue. On that note, I wish the Cathaoirleach a happy Christmas.

- Seanad: Order of Business (18 Dec 2012)
Rónán Mullen: Let me draw the attention of the House to the comments of the Minister for Children and Youth Affairs, Deputy Frances Fitzgerald and the UN rapporteur. How dare he call Ireland's maternal care into question and draw comparisons between it and the care in India? India is sadly a death trap for women in terms of maternal care.
- Seanad: Order of Business (18 Dec 2012)
Rónán Mullen: I think it is very important to find a way to challenge robustly any attitude or culture of neglect or disrespect for the unborn without attacking people. We can criticise what people say. In conclusion, Senator Fitzgerald suggested that people would be making false clams about women feigning suicide. However, the Minister of State at the Department of Health, Deputy Kathleen Lynch talked...
- Seanad: Order of Business (18 Dec 2012)
Rónán Mullen: I echo the comments of my colleague, Senator Colm Burke, a point raised also by Senator Quinn and others. It would reflect badly on us as a country, even in a time of crisis, if we were to forget our obligation to try to be a beacon in a world where there is much deprivation. I think our commitment to foreign aid is one of the better things about Ireland and it must continue. It is...
- Seanad: Report of the Expert Group on the Judgment in the A, B and C v. Ireland Case: Statements (6 Dec 2012)
Rónán Mullen: I appreciate the Chair's ruling. It is certainly appropriate. Any citizen may criticise a Supreme Court judgment.
- Seanad: Report of the Expert Group on the Judgment in the A, B and C v. Ireland Case: Statements (6 Dec 2012)
Rónán Mullen: It might be of assistance to the Chair for me to say that I am not attempting to usurp the role of the Supreme Court. I am simply criticising its reasoning, which has been done by many a jurist and people far more eminent that I.
- Seanad: Report of the Expert Group on the Judgment in the A, B and C v. Ireland Case: Statements (6 Dec 2012)
Rónán Mullen: In light of the spirt that has operated, may I make a few concluding comments? I will be brief.
- Seanad: Report of the Expert Group on the Judgment in the A, B and C v. Ireland Case: Statements (6 Dec 2012)
Rónán Mullen: In conclusion, we should not forget the British experience in which approximately 95% of the 190,000 abortions that take place in Britain each year are on mental health grounds. We have heard how difficult it is for psychiatrists to predict that a person is suicidal. We are now expecting them to tell us that not only that a person is suicidal while pregnant but they are suicidal because...
- Seanad: Report of the Expert Group on the Judgment in the A, B and C v. Ireland Case: Statements (6 Dec 2012)
Rónán Mullen: For that reason I urge the Government not to go the rather ideological route of pretending there is a medical ground that is good for women, when there is not
- Seanad: Report of the Expert Group on the Judgment in the A, B and C v. Ireland Case: Statements (6 Dec 2012)
Rónán Mullen: It would be fatal for children.
- Seanad: Report of the Expert Group on the Judgment in the A, B and C v. Ireland Case: Statements (6 Dec 2012)
Rónán Mullen: I welcome the Minister to the House. I cannot imagine a more important debate taking place in this House. We are discussing one of the most difficult human questions that arises in the Western world today. I am mindful that we are speaking in the wake of a recent children's rights referendum, which happily was passed and resulted in the insertion of the words, "The State shall acknowledge...
- Seanad: Order of Business (4 Dec 2012)
Rónán Mullen: Senator Bacik suggested we must legislate in order to comply with the European Court of Human Rights. That is factually wrong. We remain free in Ireland to decide our law on abortion. I hope-----
- Seanad: Order of Business (4 Dec 2012)
Rónán Mullen: The word coming from some members of the Government is that we should move to give clarity on necessary interventions in respect of any physical conditions but need to have a more careful conversation about legislating for abortion on grounds of mental health, because 95% of abortions in Britain take place on those grounds. It is clear where we are going with this and what those who are...
