Joint Oireachtas Committee on Transport, Tourism and Sport: N52 Ardee Bypass: Discussion (18 Sep 2019)

Fergus O'Dowd: No, we do not.

Joint Oireachtas Committee on Transport, Tourism and Sport: N52 Ardee Bypass: Discussion (18 Sep 2019)

Fergus O'Dowd: I will answer the Deputy directly. As she knows, we had a meeting earlier at which I made it very clear to members that it was not possible to grant what they had requested. One request was on the question of drones and the second was on the use of scooters and inviting the representatives of the Road Safety Authority and Garda to discuss the matter. Questions also arose in respect of the...

Joint Oireachtas Committee on Transport, Tourism and Sport: N52 Ardee Bypass: Discussion (18 Sep 2019)

Fergus O'Dowd: Hold on a second. It is a €34 million project. That is not to be sneezed at. It is in the national development plan. The road is one that may now never be built. I do not know what the Deputy thinks about that but I believe it is not acceptable. I believe her comments are wrong and I ask her to think again about them.

Joint Oireachtas Committee on Transport, Tourism and Sport: N52 Ardee Bypass: Discussion (18 Sep 2019)

Fergus O'Dowd: Did the Deputy propose anything for this meeting?

Joint Oireachtas Committee on Transport, Tourism and Sport: N52 Ardee Bypass: Discussion (18 Sep 2019)

Fergus O'Dowd: No, she did not.

Joint Oireachtas Committee on Transport, Tourism and Sport: N52 Ardee Bypass: Discussion (18 Sep 2019)

Fergus O'Dowd: The clerk cannot speak in public and that is why we had the earlier meeting. There was an attempt to have all the issues prioritised discussed here. I said at the meeting that the report on the Football Association of Ireland is imminent. We hope to have it as soon as possible. It was not possible to have it here today. It is important that the Deputy address the issue at hand if she has...

Joint Oireachtas Committee on Transport, Tourism and Sport: N52 Ardee Bypass: Discussion (18 Sep 2019)

Fergus O'Dowd: Does Mr. Walsh wish to answer any of the points made?

Joint Oireachtas Committee on Transport, Tourism and Sport: N52 Ardee Bypass: Discussion (18 Sep 2019)

Fergus O'Dowd: On a point of law.

Joint Oireachtas Committee on Transport, Tourism and Sport: N52 Ardee Bypass: Discussion (18 Sep 2019)

Fergus O'Dowd: In the context of the new process being undertaken, could other third parties make submissions and challenge decisions that might be made? I am not referring to the people the council is currently dealing with, including residents and so on, but others who could actually delay this project if they were so minded. I am not saying that will happen but-----

Joint Oireachtas Committee on Transport, Tourism and Sport: N52 Ardee Bypass: Discussion (18 Sep 2019)

Fergus O'Dowd: So, notwithstanding the obvious consent of all parties of which we are aware at this point in time, that does not preclude the potential for delay.

Joint Oireachtas Committee on Transport, Tourism and Sport: N52 Ardee Bypass: Discussion (18 Sep 2019)

Fergus O'Dowd: Theoretically, at least. I am not saying that is going to happen but certainly some of the letters I have been getting would indicate that it will happen.

Joint Oireachtas Committee on Transport, Tourism and Sport: N52 Ardee Bypass: Discussion (18 Sep 2019)

Fergus O'Dowd: We have two members offering, one of whom is my constituency colleague. If Deputy Eamon Ryan agrees, I will call Deputy Fitzpatrick first.

Joint Oireachtas Committee on Transport, Tourism and Sport: N52 Ardee Bypass: Discussion (18 Sep 2019)

Fergus O'Dowd: In fairness to TII, what its representatives have said is -----

Joint Oireachtas Committee on Transport, Tourism and Sport: N52 Ardee Bypass: Discussion (18 Sep 2019)

Fergus O'Dowd: I want to get this right because part of my job is to make sure that everybody is treated fairly. What TII has said is that from its perspective, it is not changing and I accept that. The problem, which Deputy Fitzpatrick has put his finger on and about which I am also concerned, is that if a new Government is elected, if there is an economic crisis or if the money is not available in the...

Joint Oireachtas Committee on Transport, Tourism and Sport: N52 Ardee Bypass: Discussion (18 Sep 2019)

Fergus O'Dowd: It will not go ahead-----

Joint Oireachtas Committee on Transport, Tourism and Sport: N52 Ardee Bypass: Discussion (18 Sep 2019)

Fergus O'Dowd: Mr. Walsh is making the point that when TII has money, projects can proceed and when it does not, they cannot.

Joint Oireachtas Committee on Transport, Tourism and Sport: N52 Ardee Bypass: Discussion (18 Sep 2019)

Fergus O'Dowd: The point being made by Deputy Fitzpatrick, Councillor Minogue and I is that there is no guarantee that TII will have the money into the future. If it does not have money, this bypass will not be built. TII has the money now to build it, notwithstanding the issues and the point about consultation. Consultation is very important. It goes to the heart of what everybody here wants to happen....

Joint Oireachtas Committee on Transport, Tourism and Sport: N52 Ardee Bypass: Discussion (18 Sep 2019)

Fergus O'Dowd: Has Mr. Walsh read the TOBIN Consulting Engineers report on the N52 bypass?

Joint Oireachtas Committee on Transport, Tourism and Sport: N52 Ardee Bypass: Discussion (18 Sep 2019)

Fergus O'Dowd: The issues raised by Mr. Walsh are dealt with in that report. One of the key issues is journey time delays, from 2.6 minutes to 3.7 minutes. I accept and acknowledge that but in the town of Ardee the delays are longer and, thus, unhealthy for the people there. The TII should seek to achieve greatest good for the greatest number.

Joint Oireachtas Committee on Transport, Tourism and Sport: N52 Ardee Bypass: Discussion (18 Sep 2019)

Fergus O'Dowd: I was not looking in the Deputy's direction.
