Steven Matthews: What I am hearing here is that a scheme that was introduced and designed for a certain purpose, a limited €50 million scheme to begin with, is now likely to be funding one-off rural housing. Those sites are currently vacant and unoccupied. I am concerned about that. Would that be how the witnesses would see this happen?

Do such demands have the potential to unbalance the national planning framework, NPF? How do the witnesses assess their delivery as being compliant with the framework?
