Eoin Ó Broin: There could be a combination, though. One of the reasons the State wants to have staged payments is because it wants to ensure that work gets done. If there was a multi-annual framework agreement with an element of upfront payment plus the built-in incentive to maintain the relationship with the client over the five years, would that not fix the problem?
