Paul McAuliffe: There is no point in putting a directly elected mayor on top of the current local authority system in Dublin, for example. We would just end up with a directly elected city or county manager. We need to reform the way they have budgets passed through a council and the way they consult with other councillors and we would need to have a cabinet system and so on.
