Bríd Smith: May I make a proposal? The amendments have been tabled by the Minister of State, Deputy Canney, and by Senator McDowell. The committee split 50:50 on the first amendment, which proposed that the Bill proceed no further. The only thing that has changed is the position of the Chair, who in the original report agreed that the Bill should proceed to the next Stage.

The Chair is confused and the Deputies and Senators sitting around me are confused. What happens now? We have had a tied vote on the substantive issue. The amendments were withdrawn. We have had a tied vote on what to do next.
