Ruth Coppinger: I wish to speak to amendments Nos. 4, 5 and 21. I will not spend too long on the first two. I oppose them because the Government is trying to amend the Water Services Acts through a separate Bill. I really want to speak to amendment No. 21 which relates to private and other tenants. I implore the Minister to listen but not with his usual somewhat condescending and arrogant demeanour.
