- Joint Oireachtas Committee on Transport, Tourism and Sport: Proposals for Second Runway at Dublin Airport and Noise Regulation Legislation: Minister for Transport, Tourism and Sport (11 Jul 2018)

- Joint Oireachtas Committee on Transport, Tourism and Sport: Proposals for Second Runway at Dublin Airport and Noise Regulation Legislation: Minister for Transport, Tourism and Sport (11 Jul 2018)
Shane Ross: I thank Deputy O'Brien for coming to the committee to make a contribution, most of which did not involve questions but was rather an expression of his views. That is fair enough. His views are very useful. Bearing in mind the constituency he represents it is an honourable position for him to take, and that is what he should do. I do not share the views but that is neither here nor there....
- Joint Oireachtas Committee on Transport, Tourism and Sport: Proposals for Second Runway at Dublin Airport and Noise Regulation Legislation: Minister for Transport, Tourism and Sport (11 Jul 2018)
Shane Ross: That is fine. I am just laying it out for the other members. Staff will have to be recruited at Fingal County Council because it does not have all the necessary expertise. However, that would also have had to happen if the Irish Aviation Authority, IAA, had been made the responsible authority because it did not have the staff either. There was not a body in Ireland waiting for this...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Proposals for Second Runway at Dublin Airport and Noise Regulation Legislation: Minister for Transport, Tourism and Sport (11 Jul 2018)
Shane Ross: On the proportion of its income from rates Fingal County Council collects from Dublin Airport, which is 8%, the Deputy indicated the correct figure is 22%.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Proposals for Second Runway at Dublin Airport and Noise Regulation Legislation: Minister for Transport, Tourism and Sport (11 Jul 2018)
Shane Ross: The Deputy can say it is 22%. These figures were provided to me by Fingal County Council. If he doubts them, that is up to him. Regarding Shannon and Cork airports, under this directive they do not have to be regulated by this noise operator because the requirement is 50,000 movements and Dublin is the only airport in Ireland which comes under that category. I accept the Deputy's...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Proposals for Second Runway at Dublin Airport and Noise Regulation Legislation: Minister for Transport, Tourism and Sport (11 Jul 2018)
Shane Ross: I know.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Proposals for Second Runway at Dublin Airport and Noise Regulation Legislation: Minister for Transport, Tourism and Sport (11 Jul 2018)
Shane Ross: I have no doubt that the Deputy has been very responsible about it. On the senior officials group chaired by the Taoiseach, there are similar groups for other issues of national importance. It is an appropriate group to be set up. An official briefing will be held on this tomorrow for the Deputy and others if they wish to attend it.
- Select Committee on Transport, Tourism and Sport: Air Services Agreements: Motion (11 Jul 2018)
Shane Ross: I thank the committee for facilitating the discussion of this item at short notice. This Dáil motion is to approve the terms of an air services agreement between Ireland and the Arab Republic of Egypt and an air services agreement between Ireland and the United Arab Emirates. These two agreements were negotiated and agreed at official level some years ago. However, as is normal for...
- Select Committee on Transport, Tourism and Sport: Air Services Agreements: Motion (11 Jul 2018)
Shane Ross: I do not think there was any formal reason for it. These are enabling agreements, which are not essential for people to fly in and out or to take direct flights. It is purely administrative, and I do not think there was any political, sinister or strange reason for it.
- Select Committee on Transport, Tourism and Sport: Air Services Agreements: Motion (11 Jul 2018)
Shane Ross: No. Nothing that I know of. It is standard practice to do this in international agreements. This is just formalising it, but they can fly without it. That is the same with the Egyptian one. It enables it, although there are no flights at present.
- Select Committee on Transport, Tourism and Sport: Air Services Agreements: Motion (11 Jul 2018)
Shane Ross: That is a matter for the Department of Foreign Affairs. I do not know but I can find out.
- Select Committee on Transport, Tourism and Sport: Business of Select Committee (11 Jul 2018)
Shane Ross: About Brexit? Shall I do it now or when the others come in?
- Select Committee on Transport, Tourism and Sport: Business of Select Committee (11 Jul 2018)
Shane Ross: I will answer it when they come in. That is fine.
- Written Answers — Department of Transport, Tourism and Sport: Taxi Data (11 Jul 2018)
Shane Ross: The regulation of the small public service vehicle (SPSV) industry, including the licensing of wheelchair accessible taxis, is a matter for the National Transport Authority (NTA) under the provisions of the Taxi Regulation Act 2013. It is the NTA which administers the wheelchair accessible vehicle (WAV) grant scheme for the SPSV sector. Accordingly, I...
- Written Answers — Department of Transport, Tourism and Sport: Road Projects Status (11 Jul 2018)
Shane Ross: As Minister for Transport, Tourism and Sport, I have responsibility for overall policy and funding in relation to the national roads programme. The planning, design and operation of individual roads is a matter for Transport Infrastructure Ireland under the Roads Acts 1993-2015 in conjunction with the local authorities concerned. Noting the above position, I have...
- Written Answers — Department of Transport, Tourism and Sport: Ports Policy (11 Jul 2018)
Shane Ross: I propose to take Questions Nos. 483 and 485 together. The Deputy will be aware that Rosslare Europort is unique among the State-owned ports as it is not a stand-alone commercial company operating under the Harbours Acts, but is instead operated as a division of Iarnród Éireann. The status of the port, and whether its current status potentially inhibits its development,...
- Written Answers — Department of Transport, Tourism and Sport: Ferry Services Provision (11 Jul 2018)
Shane Ross: Irish ferries is a private commercial company and the services operated by the company are market driven. The Irish Ferries Rosslare Europort–Cherbourg service will be suspended in September 2018 and it will operate on a seasonal basis thereafter between April and September, catering for peak tourism demand. The Irish Ferries vessel the Epsilon operates all year on its...

Shane Ross: The National Transport Authority (NTA) and Iarnród Éireann report on the Rail Review was published in 2016. Since then, the NTA has held a public consultation on the Review. Over 300 submissions were received in response to that consultation process. A report of those submissions has been submitted to my Department by the NTA and I intend to bring the...
