Seanad: Protection of the Environment Bill 2003: Second Stage (Resumed). (13 Feb 2003)

Michael McCarthy: I did not expect to be called so soon. I had to sprint back up to the Chamber and I am a little caught for breath as a result.

Seanad: Protection of the Environment Bill 2003: Second Stage (Resumed). (13 Feb 2003)

Michael McCarthy: I understand what the Minister is attempting to do in the Bill. Waste management is not what it should be in many respects. Responsibility for the protection of the environment comes under a number of areas. Obviously the statutory responsibility lies with local authorities, but the unusual High Court case which ruled that a local authority was legally obliged to collect waste caused its own...

Seanad: Protection of the Environment Bill 2003: Second Stage (Resumed). (13 Feb 2003)

Michael McCarthy: My understanding is that would be the case, but it may not be enforced. To pursue successfully the spirit of any legislation which endeavours to clean up the country, local authorities should have adequate resources to enforce it when it is enacted. They should have the resources and the personnel in place to ensure that these regulations and rules are enforced because it would not be...

Seanad: Protection of the Environment Bill 2003: Second Stage (Resumed). (13 Feb 2003)

Michael McCarthy: To Cabinet.

Seanad: Order of Business. (12 Feb 2003)

Michael McCarthy: Will the Leader contact the Minister for Social and Family Affairs to confirm that the dispute between the Irish Dental Association and her Department is near a resolution as reported in the media earlier this week? I would appreciate the Minister coming to the House to clarify the issue.

Seanad: Fischler Proposals for Agriculture: Motion. (12 Feb 2003)

Michael McCarthy: Do not forget the amendment.

Seanad: Fischler Proposals for Agriculture: Motion. (12 Feb 2003)

Michael McCarthy: It is a pity Senator Callanan's number one fan in the House, Senator Norris, was not here to hear his eloquent contribution. The last time I heard him speak at length—

Seanad: Fischler Proposals for Agriculture: Motion. (12 Feb 2003)

Michael McCarthy: I accept your ruling. Senator Callanan's contribution would have been noted by others if they were present in the House. The Common Agricultural Policy was established in the 1960s, before Ireland's entry into the European Economic Community in 1973, to secure Europe's food supply and stabilise prices to the benefit of both producers and consumers. In the 1950s food was scarce and expensive...

Seanad: Fischler Proposals for Agriculture: Motion. (12 Feb 2003)

Michael McCarthy: I understand.

Seanad: Fischler Proposals for Agriculture: Motion. (12 Feb 2003)

Michael McCarthy: It is not right.

Seanad: Order of Business. (11 Feb 2003)

Michael McCarthy: I wish to raise an issue to which I have referred on previous occasions, namely, the role of An Taisce in regard to planning permissions. Cork County Council recently granted permission to the most senior civil servant in the Department of the Environment and Local Government, the Secretary General, to build a cottage on Sherkin Island overlooking the ocean and An Taisce has lodged an appeal...

Seanad: Order of Business. (11 Feb 2003)

Michael McCarthy: There was a conflict of interest. He is a member of An Taisce. It is outrageous.

Seanad: Industrial Development (Science Foundation Ireland) Bill 2002: Committee and Remaining Stages. (11 Feb 2003)

Michael McCarthy: I welcome the Minister of State. Amendment No. 4 is self-explanatory. We have to remain cognisant of the fact that any type of development in this area, while it will promote the advancement of our resources in a scientific fashion, should not be at a cost to our environment.

Seanad: Industrial Development (Science Foundation Ireland) Bill 2002: Committee and Remaining Stages. (11 Feb 2003)

Michael McCarthy: Yes.

Seanad: Industrial Development (Science Foundation Ireland) Bill 2002: Committee and Remaining Stages. (11 Feb 2003)

Michael McCarthy: Section 9 states: "The Minister shall, in so far as is practicable and having regard to relevant experience, ensure an equitable balance between men and women in the composition of the Board". This is a little weak. The gender balance has to be clearly defined. Does the Minister agree that it is weak?

Seanad: Industrial Development (Science Foundation Ireland) Bill 2002: Committee and Remaining Stages. (11 Feb 2003)

Michael McCarthy: It is not good enough to have a board comprising 17 men and four women. The inequity on this board is self-evident and, in many respects, is probably a dangerous precedent for legislation passing through this House which deals with the same form of transition. It is not in line with what we believe to be equitable or fair to the female of the species.

Seanad: Industrial Development (Science Foundation Ireland) Bill 2002: Committee and Remaining Stages. (11 Feb 2003)

Michael McCarthy: Dingle first, Kilrush later.

Seanad: Industrial Development (Science Foundation Ireland) Bill 2002: Committee and Remaining Stages. (11 Feb 2003)

Michael McCarthy: I agree with west Cork.

Seanad: Industrial Development (Science Foundation Ireland) Bill 2002: Committee and Remaining Stages. (11 Feb 2003)

Michael McCarthy: I agree with Senator O'Toole that this could be the benchmark for bodies yet to be established, to be placed outside the Dublin area. This could be done at least at the embryonic stage of a scheme and would be an encouraging lifeline to many towns and villages. One is also reducing the concentration in an already over-congested and over-urbanised centre.

Seanad: Industrial Development (Science Foundation Ireland) Bill 2002: Committee and Remaining Stages. (11 Feb 2003)

Michael McCarthy: We have Senator Leyden.
